Sec. 16-5. - Transfer of functions to county.

Pursuant to the provisions of Section 42 of the Charter, all duties provided to be performed by the health officer and the board of health are hereby assigned to the health officer of Monterey County, and the offices of each of the members of the board of health, including the office of health officer, are hereby suspended. All duties heretofore by the provision of the Charter and ordinances of the city or of the laws of the state assigned to the board of health, or the health officer, or the health department, shall hereafter be performed for and on behalf of the city by the county health officer.

Sec. 16-5.1. - Designation of solid waste local enforcement agency.

The Division of Environmental Health of the County of Monterey shall be the local enforcement agency for solid waste enforcement.

Sec. 16-6. - Health officer—County health officer designated as.

The chief administrative and executive officer in charge of the enforcement and administration of all provisions of this chapter and other health and sanitary ordinances, laws, rules, and regulations of the city shall be the county health officer.

Sec. 16-7. - Same—Duties generally.

The health officer shall have the power and authority to supervise and control under the Charter and such ordinances as may from time to time be adopted by the city and under the laws of the state and of the United States, applicable within the city, sanitary conditions and general health of the city, and all matters pertaining thereto including sanitary conditions of all schools, jails, hospitals, and other public buildings and all health establishments or institutions of whatever kind whether public or private, and to enforce all provisions of this Code, ordinances and laws relative to public health, and may call upon any police officer or officers at any time to assist in the enforcement thereof.

Sec. 16-8. - Same—Power to arrest.

The health officer shall have all the powers of a police officer of the city and shall have the right and power to arrest any person or persons who may violate any of the provisions of this Code or ordinances of the city pertaining to sanitation and health, and any rules and regulations of the health officer.

Sec. 16-9. - Same—To enforce provisions of chapter.

It shall be the duty of the health officer and all his regularly appointed officers and employees to enforce diligently within the city, all state laws pertaining to health and sanitary matters and all orders, rules, and regulations concerning health, quarantine and disinfection prescribed or directed by the state department of public health and all provisions of this Code, ordinances and resolutions of the city concerning health and sanitation and all rules and regulations of the health officer.

Sec. 16-10. - Same—Duties in two or more capacities.

The health officer shall have authority to require his officers, assistants, deputies and employees to perform duties in two or more capacities.

Sec. 16-11. - Same—To be in charge of vital statistics.

The health officer shall act as local registrar of vital statistics and shall have charge of the division of administration of vital statistics of the city.
