Sec. 15A-1. - Sale of personal property in residential zones; no garage or patio sale…¶
(a) No person shall sell or offer for sale personal property in any residential zone except personal property owned, utilized and maintained by such person or members of his family on or in connection with the premises which they occupy. Personal property offered for sale shall not be displayed in the front or side yards of any such premises, provided, however, that a vehicle offered for sale may be displayed on a permanently constructed driveway within such front or side yards.
(b) In the event miscellaneous items of personal property are to be offered for sale to the general public by means of a garage sale, patio, back-yard or similarly called sale, the person conducting such sale shall first obtain a permit therefor conforming to the regulations as provided in this chapter.

Sec. 15A-2. - Application for permit; issuance of permit.¶
To obtain a permit to conduct a sale from a dwelling or from residentially zoned premises, the applicant shall file a written application therefor in the office of the license collector which shall set forth:
(a) Name and address of the applicant and name and address of the owner of the property if different from the applicant;
(b) Location of proposed sale;
(c) Date or dates during which the proposed sale is to be conducted;
(d) An affidavit, or declaration under penalty of perjury, that the person or persons conducting the sale are the owners of the property offered for sale, that the property has not been acquired or consigned to the applicant for the purpose of resale, and that no previous sale has been held by the applicant and on the premises within the twelve-month period immediately prior to the date of the application.

Sec. 15A-3. - Permit limitation; permit nontransferable.¶
No permit shall be issued to the same person or for the same premises within any twelve-month period. No permit shall be transferable to another person or premises.

Sec. 15A-4. - Time limit of sale.¶
No permit shall be approved and no sale shall be permitted for more than three consecutive days or two consecutive weekends of two days each. The sale shall not be conducted before 8:00 a.m. or after 6:00 p.m. on the permitted days.

Sec. 15A-5. - Sign display.¶
A sign no larger than four square feet in area may be displayed on the premises announcing the sale during the permitted time of the sale. No sign shall be displayed at any location off the premises.

Sec. 15A-6. - Penalty for violation.¶
Every person who, either for himself or as the agent of another, commences, engages in, conducts or carries on any sale as provided in this chapter without procuring such permit and complying with the conditions and provisions of this chapter shall be guilty of an infraction.
