2.64.010 Commission established.¶
The Ann Land and Bertha Henschel Memorial Funds Commission is hereby established. The commission shall at all times be under the supervision and control of the city council. (Ord. 2024-0034 § 1)
2.64.020 Purpose of commission.¶
The commission is established for the purpose of managing the disbursement of interest accrued for the Ann Land memorial fund and the Bertha Henschel memorial fund. (Ord. 2024-0034 § 1)
2.64.030 Powers and duties.¶
The powers and duties of the commission are as follows:
A. Administer the disbursement of the income of the Ann Land memorial fund and the Bertha Henschel memorial fund for the benefit, aid, and assistance of the destitute people of the city in such manner as deemed proper and beneficial.
B. Provide for the disbursement of the income of the Ann Land memorial fund and the Bertha Henschel memorial fund through such agency or agencies as deemed by the commission to be appropriate for carrying out the purposes of the funds.
C. On behalf of the city, receive donations, legacies, and bequests of real or personal property for the care, maintenance, and assistance of the destitute people of the city, and deliver the same to the city.
D. Annually, report to and make recommendations to the city council regarding the receipts and disbursement of funds and the activities of the commission. (Ord. 2024-0034 § 1)
2.64.040 Appointment of commissioners and qualifications.¶
A. Numbers of members. The commission has 11 members.
Each councilmember shall recommend one member for appointment (eight members total);
The mayor shall recommend two members for appointment by the mayor; and
The City Manager, or the City Manager's designee, shall be an ex officio member with voting rights.
B. Qualifications. In addition to the requirements and restrictions in chapter 2.40:
- Members must have demonstrated interest in or professional experience in grants or other charitable distributions and the improvement of the lives of destitute people. (Ord. 2024-0034 § 1)
2.64.045 Voting.¶
The commission shall act only by motion. An affirmative vote of six members present and qualified to vote is necessary to pass any motion. (Ord. 2024-0034 § 1)
2.64.050 General provisions.¶
Unless specifically provided otherwise in this chapter, the provisions of chapter 2.40 apply to the commission and its members. (Ord. 2024-0034 § 1)
