2.62.010 Commission established.¶
The City of Sacramento Parks and Community Enrichment Commission is hereby established. (Ord. 2024-0033 § 1)
2.62.020 Purpose of commission.¶
The commission is established for the purpose of providing advice and recommendations to the city council on strategies, policies, and programs related to parks and community enrichment. (Ord. 2024-0033 § 1)
2.62.030 Powers and duties of commission.¶
The powers and duties of the commission are:
A. To provide recommendations and advice to the city council and the Youth, Parks, and Community Enrichment Department on policies, projects, programs, and other matters pertaining to parks and community enrichment affecting the city. The matters upon which the commission will provide recommendations and advice may be referred to the commission by the city council, the director of the Youth, Parks, and Community Enrichment Department, the community, or members of the commission.
B. To review and provide recommendations on the development and implementation of the parks and recreation master plan as an element of the city's general plan.
C. To review complaints and other matters pertaining to parks and community-enrichment issues as requested by the director of the Youth, Parks, and Community Enrichment Department or the city council.
D. To conduct an annual workshop to review the department's annual operating budget and capital improvement plan.
E. To meet with neighborhood associations and park user groups to discuss parks and community-enrichment issues and needs.
F. To encourage individuals, businesses, and community groups to contribute funds, property, and volunteer services for the development and operation of parks and community-enrichment facilities and programs.
G. Annually, report and make recommendations to the city council regarding the status of parks and community enrichment in the city and the activities of the commission. (Ord. 2024-0033 § 1)
2.62.040 Appointment of members and qualifications.¶
A. Number of members. Until such time as the seat described in subsection A.3.a below sunsets, the commission has 12 members; thereafter, the commission has 11 members:
- Each councilmember shall recommend one member for appointment (eight members total);
- The mayor shall recommend one member for appointment; and
- The Personnel and Public Employees Committee shall recommend the following for appointment:
a. Two at-large members. One seat sunsets on June 30, 2025, or when vacated, whichever comes first. Thereafter, the committee shall recommend one at-large member.
b. One member who must be at least 16 years old and not older than 22 years old at the time of appointment.
B. Qualifications. In addition to any requirements or restrictions in chapter 2.40:
- Members must have an expressed interest or demonstrated history of community involvement in parks and community enrichment. (Ord. 2024-0033 § 1)
2.62.050 General provisions.¶
Unless specifically provided otherwise in this chapter, the provisions of chapter 2.40 apply to the commission and its members. (Ord. 2024-0033 § 1)
