2.114.010 Commission established.¶
The City of Sacramento Measure U Community Advisory Commission is hereby established. (Ord. 2024-0039 § 1)
2.114.020 Purpose of commission.¶
The commission is established for the purpose of ensuring that the expenditures of city resources reflect city council and community priorities, by reviewing, reporting, and making non-binding recommendations on revenue and expenditures of certain funds from the transactions and use tax imposed under chapter 3.27. (Ord. 2024-0039 § 1)
2.114.030 Powers and duties of commission.¶
The powers and duties of the commission are as follows:
A. Provide recommendations through the publication of an annual report that will be available on the city's website and presented to the Sacramento City Council, which report will include:
A review of transactions and use tax revenues;
Recommendations on how to allocate resources to support inclusive community economic development. Recommendations should be informed by committee review and discussion of revenues from the transactions and use tax and information concerning city expenditures;
Advice to council on priorities; and
Review of performance measures and evaluation of city expenditures.
B. Work with city staff on community engagement with respect to the transactions and use tax.
C. Annually, report to the city council on the activities of the commission. (Ord. 2024-0039 § 1)
2.114.040 Appointment of members and qualifications.¶
A. Number of members. The commission has 15 members.
- Each councilmember shall recommend one member for appointment (eight members total);
- The mayor shall recommend one member for appointment; and
- The Personnel and Public Employees Committee shall recommend six members for appointment:
a. One must be a representative of a bona fide taxpayer organization.
b. One must have professional or personal experience with housing, affordable housing, homelessness, or rental housing issues.
c. One must be at least 16 years old and not older than 22 years old at the time of appointment.
d. One must have professional experience with business, economic development, or workforce development.
e. One must have professional experience with community trauma, mental health, or community-based crime reduction.
f. One must have professional experience with youth-focused, adult education, public health, or environmental justice organizations.
B. Qualifications. In addition to any requirements or restrictions in chapter 2.40:
- No member shall have a direct or indirect interest, distinguishable from the interest of the public generally, in any appropriation of the transactions and use tax revenues. Indirect interest includes but is not limited to an owner, officer, employee, or business entity that directly receives transactions and use tax revenue. (Ord. 2024-0039 § 1)
2.114.050 General provisions.¶
Unless specifically provided otherwise in this chapter, the provisions of chapter 2.40 apply to the commission and its members. (Ord. 2024-0039 § 1)
