§ 11.08.105. Application.¶
The regulations and prohibitions contained in this article shall apply to all streets and roads and other areas where motor vehicles may be operated upon the premises of the Airports.

§ 11.08.110. Qualifications of Drivers.¶
It shall be unlawful for any person to operate a motor vehicle, whether a private automobile or commercial vehicle, unless the operator possesses a current and valid operator's license as required by the Vehicle Code for the type of vehicle being operated.
It shall be unlawful for any person to operate a motor vehicle, or any other equipment, within a runway, taxiway, aircraft parking space, or terminal apron space area without having first registered the same with the Director and having had the Director inspect and approve the vehicle. The Director may, as a condition precedent to registration, require any operator to demonstrate his or her ability to operate the vehicle or equipment within such areas.

§ 11.08.115. Speed Limits.¶
Unless otherwise posted pursuant to regulations issued by the Director, it shall be unlawful to operate a motor vehicle at a speed which exceeds:
a. Twenty-five miles per hour upon a street or road; and
b. Ten miles per hour in an automobile parking lot; and
c. Except as otherwise provided, 35 miles per hour in a runway, taxiway, aircraft parking space, or terminal apron space area; and
d. Ten miles per hour if within 15 feet from any parked aircraft, parked motor vehicle, or other parked equipment in a runway, taxiway, aircraft parking space, or terminal apron space area; and
e. At a speed which exceeds a limit posted pursuant to administrative regulations issued by the Director pursuant to Section 11.08.060; and
f. At a speed greater than is reasonable or prudent having regard for weather, visibility, traffic on, and the surface and width of, the airport street, road, or other area, and in no event at a speed which endangers the safety of persons or property.

§ 11.08.130. Airport Right-of-way.¶
It shall be unlawful for any person to operate a motor vehicle in violation of any of the following right-of-way regulations:
a. Taxiing aircraft shall at all times have a right-of-way over motor vehicle traffic.
b. All motor vehicles shall pass a taxiing aircraft only at the rear of such aircraft.

§ 11.08.145. Hangars.¶
It shall be unlawful for any person to operate a motor vehicle in any hangar unless the vehicle is equipped with exhausts protected by screens or baffles to prevent the escape of the Propagation Of Flame.

§ 11.08.150. Runways.¶
All vehicles parked in any area adjacent to a runway shall be parked in a position parallel to the runway, at least 100 feet from the outside of the runway lights, or if there are no runway lights, at least 100 feet from the runway shoulder. However, if the runway is officially closed, parking adjacent thereto shall be in compliance with any administrative regulations issued by the Director. It shall be unlawful for the operator of any motor vehicle to park the vehicle in violation of the prohibitions of this section.

§ 11.08.155. Vehicle Lights and Reflectors.¶
Between the hours of sunset and sunrise, it shall be unlawful in a runway, taxiway, aircraft parking space, or terminal apron space area to operate a motor vehicle which does not display all of the following: an overhead amber light, visible from all directions and of sufficient brilliance to be seen under clear weather a distance of at least one mile; normal operating headlights and taillights; two red reflectors on each side and on the rear of the vehicle. It shall be unlawful to operate a non-motor propelled cart or trailer in such areas which does not display two amber reflectors on each side, two amber reflectors on the front and two amber reflectors on the rear. All reflectors required by this section shall be visible for at least 500 feet when reflecting normal vehicle headlights.

§ 11.08.160. Fuel Tenders.¶
Except as otherwise provided by regulations issued by the Director pursuant to Section 11.08.060, it shall be unlawful for the operator of a fuel tender to back such vehicle except when such operator is seated in the driver's position in the vehicle cab, and is assisted by a signal person at the rear of such vehicle, who shall guide the operator. It shall be unlawful for the operator of a fuel tender to position such vehicle for aircraft fueling purposes in such a manner that such vehicle's rapid removal from the area is impeded or obstructed. It shall be unlawful for any person to impede or obstruct in any manner whatsoever the movement or removal of any fuel tender in an aircraft fueling position.

§ 11.08.165. Aircraft Gates.¶
It shall be unlawful for any person to operate a motor vehicle in any area between an aircraft and a gate when such aircraft is loading or unloading passengers.

§ 11.08.170. Radio Equipment.¶
It shall be unlawful to operate a motor vehicle in a runway, taxiway, aircraft parking space, or terminal apron space area, unless such vehicle is equipped with a two-way radio in continuous communication with air traffic control at all times during such vehicle's operation in such area. The following types of vehicles shall be exempt from the prohibitions of this section:
a. Crash/fire/rescue and other emergency equipment;
b. Fuel tenders, during operations on an apron or ramp area for fueling purposes;
c. Aircraft support vehicles and equipment, including but not necessarily limited to, baggage trailers, in-flight meal trucks, power units, and two tractors, during operations on the terminal apron space area;
d. Except as otherwise provided, any vehicle or other equipment while under escort by a vehicle equipped with such two-way radio; and
e. Private vehicles exempted in writing by the Director.
| Pursuant to administrative regulations issued under Section 11.08.060 , the Director may regulate the admission of radio equipped motor vehicles to runway, taxiway, aircraft parking space, or terminal apron space areas, and regulate the operation of such vehicles within said areas. |

§ 11.08.180. Type of Crime.¶
Violation of any section of this article, or any subsection thereof, shall constitute an infraction. Each such violation shall be punishable in accordance with the provisions of the California Penal Code.
