§ 11.02.010. Definitions.¶
The following words and phrases whenever used in this Title shall be construed as defined in this chapter, unless a different meaning is specifically defined or the context otherwise requires. Words and phrases used in this chapter are in the present tense and also refer to the future. Words used in the masculine gender include the feminine and neuter. The singular number includes the plural and the plural includes the singular.
"Airline"
means any business providing Air Transportation to or from any airport in the Airport System.
"Airport System"
means collectively International Airport, Executive Airport, Mather Airport, Franklin Field, and any other aviation facility as may be from time to time owned or operated by the County and designated by the County to be part of the Airport System.
"Air Transportation"
means the carriage of persons, property, cargo or mail by aircraft.
"Cargo Building"
means the cargo buildings at International Airport serving Airlines together with the paved areas as they now exist or as they may hereafter be reconstructed, modified, changed or developed where equipment associated with air cargo operation(s) may be stored. "Cargo Building" shall include the multi-tenant cargo building and the ground support equipment maintenance building (collectively known as "Building 10280), the cargo building formerly known as the United Airlines cargo building (known as "Building 10270) and those paved equipment storage areas associated with each building.
"Cargo Building Space"
means that space in the Cargo Building used and occupied by an Airline either exclusively or in joint use with other Airline(s) as assigned or allocated by the Director.
"County Managed (Common Use) Space"
means space managed by the County, including, but not limited to, gates, ticket counters, and baggage makeup space, which may be made available to Airlines from time to time for use in common with other Airlines, as assigned by the Director, subject to applicable Rules and Regulations and Terminal Resource Use, Assignment and Scheduling Procedures.
"Department"
means the Sacramento County Department of Airports, responsible for the operation and maintenance of the Airport System under the direction of the Director of Airports as such organization currently exists or may be changed from time to time.
"Director"
means the person holding the position of Director of Airports, or his or her designee, or any other person designated by the County Executive or the Board of Supervisors to exercise functions with respect to the rights and obligations of the Director.
"FIS Facility"
means the area in the Terminal Building used for Federal Inspection Services processing and screening of arriving international passengers and baggage.
"FIS Facility Fee"
means the amount paid to the Department by an Airline for each international passenger deplaned at International Airport.
"International Airport"
means Sacramento International Airport owned, operated and maintained by the County, as it presently exists and as it may be changed from time to time in the future.
"Mather Airport"
means that portion of the former Mather Air Force Base in the County of Sacramento owned, operated and maintained by the County as it presently exists and as it may be changed from time to time in the future.
"Maximum Gross Landing Weight"
means the maximum certificated weight, in 1,000 pound units, that each aircraft operated by an Airline is authorized by the FAA to land at airports in the Airport System, as recited in each Airline's flight manual governing that aircraft type.
"Rules and Regulations"
means those rules and regulations promulgated by the County or Director governing conduct on, and operations at, any airport within the Airport System and use of any of the facilities of the Airport System.
"Scheduled Airline Operating Agreement and Terminal Building Lease"
means a negotiated agreement setting forth the terms and conditions by which scheduled passenger and air cargo airlines occupy space and pay rentals and fees at International Airport or Mather Airport. Such agreement has a term of at least one year and is approved by the Board of Supervisors.
"Terminal Building"
means the terminal buildings, associated concourses and associated curbside entrance areas, together with the automated people mover, at International Airport.
