§ 11.16.010. Cleaning of Aircraft.

A person shall not use inflammable volatile liquid, having a flash point of less than one hundred ten degrees Fahrenheit, on the airport in the cleaning of aircraft engines, propellers, appliances, or for any other purpose, unless such operations are conducted in open air, or in a room specifically set aside for that purpose. The room must be properly fireproofed and equipped with adequate and readily accessible fire extinguishing apparatus. The airport director shall designate the open air areas for the cleaning of aircraft as described above.

§ 11.16.020. Storage.

a. A person shall neither keep nor store any inflammable liquids, gases, signal flares or other similar material in the hangars or in any building on the airport; provided that such materials may be kept in an aircraft in the proper receptacles installed in the aircraft for such purpose; or in rooms or areas specifically approved for such storage by the Director; or in National Board of Fire Underwriter's approved safety cans.

b. A person shall neither keep nor store lubricating or waste oils in or about the hangars; provided that such material may be kept in rooms specifically designated by the Director for oil storage. There shall not be more than 12 hours' supply of lubricating oil kept in or about a hangar unless in containers or receptacles approved by National Board of Fire Underwriters.

c. Lessees and concessionaires shall provide suitable metal receptacles with metal covers for the storage of waste, rags, and other rubbish. All used waste and rags or other rubbish shall be removed by the lessees and concessionaires daily, or in regular scheduled pickups, but not less than one a week. Lessees may contract with other agencies or persons for removal of this material. Method and pickup point are subject to approval of the Director.

§ 11.16.030. Doping.

a. "Doping" processes shall be conducted only in properly designated, fireproofed and ventilated rooms or buildings in which all illumination, wiring, heating, ventilation equipment, switches, outlets, and fixtures shall be explosionproof, sparkproof, and vaporproof, and all windows and doors shall open easily. A person shall neither enter nor work in a "dope" room while "doping" processes are being conducted unless such person wears sparkproof shoes. A person shall not smoke while "doping." The room or building and the process for "doping" shall comply with the requirements of the Industrial Safety Division of the state.

b. "Doping" of airplanes in open areas outside of buildings is allowed with the prior permit of the airport director who shall designate the area in which the "doping" may be done. The "doping" processes shall be done in the designated area in which all illumination, wiring, heating, ventilation equipment, switches, outlets, and fixtures shall be explosionproof, sparkproof, and vaporproof. A person shall neither enter nor work in the designated "doping" area while "doping" processes are being conducted unless such person wears sparkproof shoes. A person shall not smoke while "doping." The process for "doping" shall comply with the requirements of the Industrial Safety Division of the state.

§ 11.16.040. Fueling Operations.

The following rules govern the fueling and defueling of aircraft:

a. An aircraft shall neither be fueled nor defueled while the engine is running, or being warmed by applications of exterior heat, or while such aircraft is in a storage hangar or enclosed space, unless permitted by the Director.

b. A person shall not smoke within fifty feet of an aircraft being fueled or defueled.

c. A person shall not operate any radio transmitter or receiver; nor switch electrical appliances off or on in an aircraft during fueling or defueling except commercial airliners located at gate positions.

d. During refueling, the aircraft and the fueling dispensing apparatus shall both be grounded to a point or points of zero electrical potential.

e. When filling a fuel tender from storage tanks, two men shall be required when a nonlocking valve is in use on the fill-pipe and control for said valve is continually in the attendant's hand to maintain fuel flow.

f. A person shall not use any material during fueling or defueling of aircraft which is likely to cause a spark or be a source of ignition.

g. Adequate fire extinguishers shall be within ready reach of all persons engaged in fueling or defueling aircraft.

h. A person shall not start the engine of any aircraft when there is any fuel on the ground under such aircraft.

i. Fueling hoses and equipment shall be maintained in a safe, sound and nonleaking condition and shall be of design and make approved by National Board of Fire Underwriters.

j. All hoses, funnels, and appurtenances used in fueling and defueling operations shall be equipped with a grounding device to prevent ignition of volatile liquids.

k. All fueling and defueling of aircraft shall be conducted at least 50 feet from any hangar or other building.

l. An aircraft shall neither be fueled nor defueled while passengers are on board the aircraft unless a passenger loading ramp is in place at the cabin door of the aircraft; the aircraft door is in open position; and a cabin attendant is present at or near the cabin door.

m. Persons engaged in the fueling and defueling of aircraft shall exercise care to prevent overflow of fuel. Persons in charge shall take proper measures to remove volatile liquid when it is spilled during transfer.

§ 11.16.050. Storage in Apron Area.

Gasoline, oil and solvent drums or receptacles shall not be stored on apron and ramp areas in excess of amounts actually needed as current stock. Any material of this type that is kept enclosed and covered shall be in a housing of a design and type as meets the approval of the Director.

§ 11.16.060. Fire Equipment.

A person shall neither remove nor cause to be removed from its holder, container, reel or bracket, any equipment or device used in fire protection, except in case of emergency or fire. In any event, such equipment shall not be taken from any hangar or building for standby use by any person or for any use other than for which it is intended, without permission from the Director. Use of such equipment shall be reported immediately to the Director.

§ 11.16.070. Other Regulations.

All regulations and recommendations of the California Industrial Safety Division, National Fire Protection Association and the Federal Aviation Administration shall be adhered to with regard to all aspects of fueling and handling of inflammables.

§ 11.16.080. Liquid Disposal.

Fuel, oils, dopes, paints, solvents or acids shall neither be disposed of nor dumped in drains, basins or ditches or elsewhere on the airport.

§ 11.16.090. Aircraft Carrying or Suspected of Carrying Unauthorized Explosives.

a. Persons having knowledge of an aircraft carrying or suspected of carrying explosive materials shall advise air traffic control immediately.

b. Landing or Taxiing Aircraft—Metropolitan Airport. Landing or taxiing aircraft having passengers aboard will unload passengers on the outer extremities of the terminal area ramp. Then, immediately be moved to the midpoint of Taxiway "D" at Metropolitan Airport or other area as may be designated by the Director. Only engines affecting unloading of passengers should be shut off to enable subsequent moving of aircraft with a minimum of delay.

c. Landing or Taxiing Aircraft of Other Airports. Landing or taxiing aircraft having passengers aboard will unload passengers on the outer extremities of the terminal area ramp. Then, immediately be moved to the midpoint of Taxiway "D" at Metropolitan Airport or other area as may be designated by the Director. Only engines affecting unloading of passengers should be shut off to enable subsequent moving of aircraft with a minimum of delay.

d. Terminal Ramp. The aircraft shall be evacuated and moved by owner or operator, to the midpoint of Taxiway "D" at Metropolitan Airport or other area designated by the Director.

Other Ramps. Aircraft shall be evacuated and moved by owner or operator to other areas as designated by the Director.

e. Inspection of the aircraft and subsequent declaration of safety or contamination shall be the responsibility of the aircraft owner or operator. Inspection shall be accomplished immediately after parking and evacuation.

§ 11.16.100. Runway Foaming Services.

Each operator of an aircraft for which runway foaming services are provided on the airport at his request shall pay the expense arising from providing those services. The Director may refuse to foam a runway when such foaming may impair the effectiveness of the fire-rescue operations. The County shall have a lien upon the aircraft for the cost of the foaming services, pursuant to Code of Civil Procedure Section 1208.61.
