§ 11.08.005. Streets and Roads.¶
The streets and roads upon and within the premises of the Airports have been constructed and established for the sole purpose of promoting efficient traffic circulation within the confines of the Airports, have not been dedicated to public use, have not been included in the County's maintained mileage system, and are not County or public highways, roads or streets within the meaning of the Vehicle Code, Streets and Highways Code, or other law, or for any purpose whatsoever.
Streets and roads on Airport premises may, from time to time, be opened, closed, realigned or otherwise modified as the Board of Supervisors, in its sole discretion, determines will promise the effective and efficient use and operation of the Airport. Use of and travel upon such streets and roads by members of the general public and others shall at all times be subject to continuing approval by the County. The County reserves the plenary authority to regulate the use thereof, including, but not limited to, prohibiting use by designated persons or for specified purposes, or at all.

§ 11.08.010. Definitions.¶
As used in this chapter, and notwithstanding the provisions of Section 11.04.010, the terms defined by Sections 11.08.015 through 11.08.050 shall be ascribed the meanings indicated therein, unless the context indicated otherwise.

§ 11.08.020. Definitions—Director.¶
The term "Director" shall mean the County's Airports Director, and any subordinate County officer or employee to whom he or she delegates duty or authority imposed or conferred by this chapter.

§ 11.08.035. Definitions—Metropolitan Airport.¶
The term "Metropolitan Airport"
shall mean the Sacramento Metropolitan Airport, consisting of the entire premises thereof, located on Interstate Highway 5.

§ 11.08.055. Notice.¶
Any notice or other writing authorized or required by this chapter shall be deemed served and effective for all purposes on the date when it is reduced to writing and is either personally delivered to the party to whom it is directed or is deposited in the United States mail, postage prepaid, and addressed to the party to whom it is directed.

§ 11.08.060. Administration.¶
Except as otherwise provided, the Director is charged with the responsibility of administering the provisions of this chapter, and shall be authorized from time to time to promulgate and enforce such rules or regulations consistent with the purposes, intent and express terms of this chapter as he or she deems necessary to implement such purposes, intent and express terms. Such rules and regulations may include, but are not limited to, the following:
a. The establishment of speed limits upon the roads and streets of airports' premises;
b. The establishment of passenger vehicle parking areas, no parking areas, and timed limit parking area zones;
c. The establishment of one-way streets, and regulations governing the directional flow of motor vehicle traffic;
d. Regulations governing the safety and a condition of commercial vehicles which enter the premises of Airports;
e. Regulations governing the conduct of drivers and other persons associated with commercial vehicles; and
f. Any and all other regulations necessary and appropriate to insure the efficient, expeditious, and safe movement, operation and parking of motor vehicles on the premises of Airports.
| No rules or regulations promulgated by the Director or amendments thereof shall be enforced or become effective until 30 calendar days following the date on which the proposed rules or regulations are filed with the Clerk of the Board of Supervisors. |
