10.12.010 - Authority to install and maintain.

It shall be the duty of the traffic engineer to install and maintain, or to cause to be installed and maintained, official traffic control devices or signals when:

A. The same are required to be installed under any ordinance or resolution of the city;

B. The same are required to be installed under any provisions of the Vehicle Code;

C. In his opinion, the installation of such traffic control devices or signals is required to properly regulate, guide or warn traffic upon the streets of the city, or to prevent or relieve congestion or traffic upon the streets, or to protect life or property.

10.12.020 - Necessity study and determination.

Except when the installation of a traffic control device or signal is made mandatory by ordinance or state law, the traffic engineer shall only install or cause to be installed, traffic control devices or signals at a given location after making a full study and determination of the necessity of such installation, which study and determination shall be based upon field observation, traffic counts and other available traffic information, in accordance with the generally acceptable traffic control methods, including those adopted by appropriate departments of the state.

10.12.030 - Removal, relocation or discontinuance.

The traffic engineer may remove, relocate or discontinue the operation of any traffic control device or signal not otherwise specifically required by state or local law when, after study made in the manner provided in this title, he determines that conditions no longer warrant or require the maintenance of such installation.

10.12.040 - Hours of operation.

When not otherwise specified, the traffic engineer shall determine and fix the hours or days during which any traffic control device is in operation.

10.12.050 - Centerlines—Lanes.

The traffic engineer may mark centerlines and lane lines upon the surface of the roadway to indicate the course to be traveled by vehicles and may place signs temporarily designating lanes to be used, by the traffic moving in a particular direction, regardless of the centerline of the highway.

10.12.060 - State markings use authority.

Whenever any appropriate department of the state designates a distinctive roadway marking which indicates no driving over such marking, the traffic engineer may designate by such marking those streets or parts of streets where the volume of traffic or the vertical or other curvature of the roadway renders it hazardous to drive on the left side of such marking. Such markings shall have the same effect as similar markings placed by the state.
