10.24.010 - Applicability—Time limits not exclusive.¶
A. The provisions of this chapter prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times specified in this chapter, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
B. The provisions of this chapter imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code, or the ordinances of the city, prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.

10.24.020 - Curb markings.¶
A. The traffic engineer may, subject to the provisions and limitations of this chapter, place, and when required in this chapter shall place, the following curb markings in color, with paint, to indicate parking or standing regulations. The curb markings shall have the meaning as set forth in this section:
Red means no stopping, standing or parking at any time except as permitted by the Vehicle Code and except that a bus may stop in a red zone marked or signed as a bus zone.
Yellow means no stopping, standing or parking at any time between eight a.m. and six p.m. of any day, except Sundays and holidays, for any purpose other than loading or unloading of passengers or materials; provided, that the loading or unloading of passengers shall not consume more than three minutes nor the loading or unloading of materials more than twenty minutes.
White means no stopping, standing or parking for any purpose, other than loading or unloading of passengers, or the purpose of depositing mail in an adjacent mail box, which shall not exceed three minutes. Such restrictions shall apply between eight a.m. and six p.m. of any day except Sundays and holidays and except as follows:
a. When such zone is in front of a hotel or church, when such restrictions shall apply at all times;
b. When such zone is in front of a theater, the restrictions shall apply at all times except when such theater is closed.
Green means no standing or parking for a longer period than designated by the appropriate signs, between the hours of eight a.m. and six p.m. of any day except Sundays and holidays.
Blue means that parking is limited exclusively to the vehicles of handicapped persons.
B. When the traffic engineer, as authorized under this chapter, has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this section.

10.24.030 - Parking space markings.¶
The traffic engineer may install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted, and no vehicle shall be stopped, left standing or parked other than within a single space, unless the size or shape of such vehicle makes compliance impossible.

10.24.040 - Parkways, bicycle paths or horse trails.¶
No person shall stop, stand or park a vehicle on any parkway, bicycle path or horse trail.

10.24.050 - Parking beyond seventy-two hours—Prohibited.¶
No person who owns or has possession, custody or control of any vehicle or trailer shall park such vehicle or trailer upon any street or alley for more than a consecutive period of seventy-two hours. A vehicle or trailer shall be considered to have been parked for more than a consecutive period of seventy-two hours if it has not been moved one thousand feet or more within the specified seventy-two-hour period.

10.24.060 - Parking beyond seventy-two hours—Removal by police.¶
In the event a vehicle is parked or left standing upon a street in excess of a consecutive period of seventy-two hours, any member of the police department may remove the vehicle from the street in the manner and subject to the requirements of the Vehicle Code.

10.24.070 - Time limits on signs.¶
When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle for a period of time longer than that specified by the signs.

10.24.080 - Prohibited street signs.¶
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any street so designated and such vehicles may be removed by the city.

10.24.090 - Aguilar Road parking—Prohibited where.¶
Vehicular parking on both sides of Aguilar Road from the intersection of Rocklin Road and Aguilar Road to the western city limits on Aguilar Road is prohibited.

10.24.100 - Aguilar Road parking—Posting.¶
The street superintendent is directed to cause the proper legal signs to be erected at the locations set out in Section 10.24.090 and, after the same have been erected it is unlawful and a misdemeanor for any person operating a vehicle to park in violation of this section and Sections 10.24.090 and 10.24.110.

10.24.110 - Aguilar Road parking—Penalty.¶
It is a misdemeanor, punishment provided in the Vehicle Code of the state of California, for any person operating a motor vehicle to park as prohibited in Sections 10.24.090 and 10.24.100.

10.24.120 - Parking on left-hand side.¶
A. Except as otherwise provided in this title, a vehicle may be stopped or parked within eighteen inches of the left-hand curb facing in the direction of traffic movement upon any one-way street, unless signs are in place prohibiting such stopping or standing.
B. In the event a highway includes two or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway, unless signs are in place permitting such standing or parking.
C. The traffic engineer is authorized to determine when standing or parking shall be prohibited upon the left-hand side of any one-way street or when standing or parking may be permitted upon the left-hand side of any one-way roadway of a highway having two or more separate roadways and shall erect signs giving notice thereof.

10.24.130 - Angle parking.¶
A. Whenever any ordinance of the city designates and describes any street or portion thereof upon which angle parking is permitted, the traffic engineer shall mark or sign such street indicating the angle at which vehicles shall be parked.
B. When signs or markings are in place indicating angle parking as provided in this section, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings.

10.24.140 - Parking adjacent to schools.¶
A. The traffic engineer may erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would interfere with traffic or create a hazardous situation.
B. When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place.

10.24.150 - Narrow streets.¶
A. The traffic engineer may place signs or markings indicating no parking upon any street when the width of the roadway does not exceed twenty feet, or upon one side of a street as indicated by such signs or markings when the width of the roadway does not exceed thirty feet.
B. When official signs or markings prohibiting parking are erected upon narrow streets, as authorized in this section, no person shall park a vehicle upon any such street in violation of any such sign or marking.

10.24.160 - Steep grades.¶
No person shall park or leave standing any vehicle unattended on a highway when upon any grade exceeding three percent within any business or residence district without blocking the wheels of the vehicle by turning them against the curb or by other means and setting the safety brake.

10.24.170 - Prohibited places.¶
The traffic engineer shall appropriately sign or mark any place where he determines that it is necessary to prohibit parking in order to eliminate a dangerous traffic hazard, and when so signed or marked, no person shall stop, stand or park a vehicle in any such place.

10.24.180 - Temporary parking restrictions—Signs.¶
A. Whenever the traffic engineer determines that traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions, he or she may order temporary signs to be posted providing that standing or parking of vehicles is prohibited on such streets or alleys during the time such temporary signs indicate, and that any vehicles operated, parked or standing in violation of the prohibition may be removed.
B. Whenever the traffic engineer determines that the use of a highway, or a portion thereof, is necessary for the cleaning, repair, or construction of the highway, or for the installation of underground utilities, or for the temporary movement of equipment, articles, or structures of unusual size, or for other reasons, he or she may order signs to be posted providing that standing or parking of vehicles is prohibited on such streets or alleys during the time such signs indicate, and that any vehicles operated, parked or standing in violation of the prohibition may be removed.
C. Signs required by this section shall be placed at least twenty-four hours prior to the event or activity creating the need for the signs, shall remain in place during the event or activity, and shall be removed promptly thereafter.
D. When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs. Pursuant to Vehicle Code section 22651, vehicles violating the provisions of this section may be removed.

10.24.190 - Commercial vehicles.¶
A. Commercial vehicles having a manufacturer's gross vehicle weight rating of thirteen tons or more shall not be parked or left standing on any street within the city between the hours of six p.m. to six a.m. Nothing in this section shall prohibit the operator of any commercial vehicle exceeding the gross weight from parking or leaving standing the commercial vehicle for the purpose of:
Making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on a restricted street; or
Delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon a restricted street for which a building permit has previously been obtained.
B. For the purposes of this section, residential streets means those streets in districts zoned R-1, RE or PD as defined in the zoning code of the city in addition to any other residential streets as determined by the traffic engineer.
C. The traffic engineer shall appropriately signs on the streets, roads or highways, as the traffic engineer may determine will best serve to give notice of this section, indicating the affected residential street, road or highway where commercial vehicle parking is prohibited.

10.24.200 - Repair.¶
No person shall park a vehicle upon any roadway for the principal purpose of servicing or repairing such vehicle, except when necessitated by an emergency.

10.24.210 - City property.¶
A. Whenever the traffic engineer determines that the orderly, efficient conduct of the city's business requires that parking or standing of vehicles on city property be prohibited, limited or restricted, he may erect signs indicating that the parking of vehicles is so prohibited, limited or restricted.
B. When signs authorized by the provisions of this section are in place giving notice thereof, no person shall park or stand any vehicle contrary to the directions or provisions of such signs.
C. Vehicles may be removed by the city if such vehicles are parking or standing in violation of signs prohibiting, limiting or restricting such.

10.24.220 - Private property consent.¶
No person shall park a vehicle in a private driveway or on private property without the direct or implied consent of the owner or person in lawful possession of such driveway or property.

10.24.230 - Vehicles used for storage or habitation—Prohibited—Exception.¶
A. Except as provided in subsection B, the parking of buses, trucks, street cars, railway cars and other types of motor vehicles on private property and the using of the same for habitation, storage or otherwise, is prohibited within the city limits.
B. The parking or use of a railway car on private property for habitation, storage or other purpose shall be allowed if the location and use of the railway care are expressly permitted by a conditional use permit issued under Title 17 of this code and if the railway car complies with all building standards applicable to the use to which the railway car is to be put.

10.24.240 - Buses for storage or habitation—Penalty for violation.¶
Any violation of Section 10.24.230 is a misdemeanor and punishable by a five hundred dollar fine or confinement in the County Jail for a period of not more than six months.

10.24.250 - Stop signs—Through streets—Rail crossings.¶
A. Whenever any ordinance or resolution of the city designates and describes any street or portion thereof as a through street, or any intersection at which vehicles are required to stop at one or more entrances thereto, or at any intersection at which vehicles are required to yield right-of-way or at any railroad grade crossing at which vehicles are required to stop, the traffic engineer shall erect and maintain stop signs.
B. A stop sign shall be erected on each and every street intersecting such through street or portion thereof so designated and at those entrances of other intersections where a stop is required, and at any railroad grade crossing so designated. Every such sign shall conform with and shall be placed as provided in the Vehicle Code.

10.24.260 - Loading and passenger loading zones—Designation.¶
The traffic engineer may designate and mark loading zones and passenger loading zones as follows:
A. At any place in any business district;
B. Elsewhere in front of the entrance to any place of business or in front of any hall or place used for the purpose of public assembly.

10.24.270 - Loading and passenger loading zones—Length limited.¶
Not more than one-fourth of the total curb length in any block shall be reserved for loading zone purposes.

10.24.280 - Public transit zones.¶
A. Authority to Establish. The traffic engineer may establish public transit zones opposite curbs spaced for the loading and unloading of public transit vehicles and to determine the location thereof subject to the directives and limitations set forth in this section.
B. Length. No public transit zone shall exceed forty feet in length, except that when satisfactory evidence has been presented to the traffic engineer showing the necessity therefor, the traffic engineer may extend such zones to accommodate the parking of public transit vehicles.
C. Location. Public transit zones shall normally be established on the far side of an intersection.
D. Curb Markings. The traffic engineer shall paint the words "Public Transit" upon the top or side of all curbs and places specified as a public transit zone or shall install appropriate signs.
E. Use by Others Prohibited. No person shall stop, stand or park any vehicle except a public transit vehicle in a public transit zone.
