10.08.010 - Traffic engineer duties.¶
It shall be the duty of the traffic engineer to:
A. Determine the installation and proper timing and maintenance of traffic-control devices and signals;
B. Conduct engineering analyses of traffic accidents and devise remedial measures;
C. Conduct engineering investigation of traffic conditions;
D. Cooperate with other city officials in the development of ways and means to improve traffic conditions; and
E. Carry out the additional powers and duties imposed by ordinances and resolutions of the city or directives of the council.

10.08.020 - Traffic committee—Established.¶
There is established a traffic committee, consisting of the traffic engineer, the police chief, the fire chief, and the director of public works. The police chief shall be the chairman of the committee.

10.08.030 - Traffic committee—Duties.¶
It shall be the duty of the traffic committee to determine the most practicable means for coordinating the activities of all officers and agencies of the city having authority with respect to the administration or enforcement of traffic regulations, and to recommend to the legislative body of the city ways and means for improving traffic conditions and enforcing traffic regulations.

10.08.040 - Regulations—Council establishment.¶
Whenever after a report thereon by the traffic committee, the council finds and determines that the public convenience and safety requires that vehicular traffic upon any street, alley, public way or parking facility, or any portion of either, be controlled or regulated by the creation and establishment of one or more of the types of controls or zones provided for in this title or otherwise permitted by law, the council shall create and establish such controls or zones by resolution, unless provisions of the Vehicle Code require that action be taken by ordinance. Such resolution shall:
A. Describe the street, alley, public way or parking facility, or portion thereof to be affected, by its official name or such other description or designation as will, in the opinion of the traffic engineer, properly describe and give notice thereof;
B. Describe the regulation or control;
C. Describe the manner in which the vehicular traffic will be controlled; describe the type of signs, notices, markings, or other devices to be erected or installed;
D. Designate the locations of such installations; and
E. Shall contain such other pertinent information as will properly give notice of the purpose and intent to be accomplished by the regulations.
F. Designate that vehicles may be removed if vehicles are in violation of the regulations.

10.08.050 - Regulations—Scope.¶
The regulations or installations for the regulation and control of traffic shall include, but not be limited to the following:
A. One-way Streets. Providing that traffic shall move in only one direction thereon and providing for the erection of proper signs;
B. Through Streets. Providing that traffic shall stop before entering such streets at intersections and providing for the erection of proper signs;
C. Stop Intersections. Providing that all vehicles stop at certain intersecting streets before entering intersections thereof and providing for the erection of proper signs.
D. Railroad Stops. Providing that traffic shall stop before crossing the railroad tracks at certain street grade crossings and providing for the erection of proper signs;
E. Angle Parking. Providing that vehicles be parked at an angle to the street and providing for signs or markings to indicate that vehicles should be so parked;
F. Limiting Parking Time. Providing a time limit for parking vehicles upon certain streets between designated hours of any day, including holidays, and providing for the erection of appropriate signs;
G. Prohibited Parking at Times. Providing that no vehicle may be parked at certain times upon certain streets and providing for the erection of signs giving notice thereof;
H. Truck Routes. Providing that certain routes over certain streets in the city be declared truck routes for the movement of vehicles exceeding a gross maximum weight of thirteen tons and providing for erection of appropriate signs;
I. Commercial Vehicles Prohibited. Providing that no commercial vehicle shall be permitted to use certain streets;
J. Yield Right-of-way Intersections. Providing that at certain intersections of certain streets, drivers entering such intersections shall yield the right-of-way to traffic entering the intersection from one or more different directions.
