4.68.010 - Embalming fees.¶
A. Whenever the coroner takes custody of a dead body pursuant to law, and he or she embalms the body or authorizes the embalming by a mortician as provided in Government Code Section 27471(a), the coroner may charge and collect up to one hundred thirty-five dollars ($135.00) when embalming has been requested by the family or by a person authorized to take charge of the body and such family or person has agreed to accept the expense, or up to one hundred thirty-five dollars ($135.00) when the family has not been located within twenty-four (24) hours of the custody by the coroner of the body.
B. Whenever the coroner takes custody of a dead body pursuant to law, and he or she embalms the body or authorizes the embalming by a mortician as provided in Government Code Section 27471(b) the coroner may charge and collect up to one hundred thirty-five dollars ($135.00) from the person entitled to the custody of the body, except when the body is that of a child not more than fourteen (14) years of age or a body for which there is available less than one hundred fifty dollars ($150.00) for burial, in which case the expense of embalming shall be a county charge.

4.68.020 - Penal Code 1203.1b to be operative—Cost of probation.¶
A. The provisions of California Penal Code 1203.1b shall be operative in the county. California Penal Code 1203.1b provides that an individual convicted of an offense and granted probation may be ordered to pay the reasonable cost of probation and of conducting the presentence investigation and preparing the presentence report.
B. All sums paid by a defendant pursuant to California Penal Code 1203.1b and this section shall be allocated for the operating expenses of the county probation department.

4.68.030 - Removal and storage fees charged by coroner.¶
Pursuant to Government Code Section 27472, whenever the sheriff-coroner-public administrator takes custody of a dead body pursuant to law, he or she may charge and collect from the person entitled to control the disposition of the remains, as specified in Section 7100 of the Health and Safety Code, the actual expense incurred by the coroner in removing the body from the place of death and keeping the body until its release to the person responsible for its internment. The charge under Government Code Section 27472 shall not exceed one hundred dollars ($100.00);
Government Code Section 54985 (a) provides that notwithstanding any other provision of the law that prescribes an amount or otherwise limits the amount of a fee or charge that may be levied by a county, a county board of supervisors shall have the authority to increase or decrease the fee or charge, that is otherwise authorized to be levied by another provision of law, in the amount reasonably necessary to recover the cost of providing any product or service or the cost of enforcing any regulation for which the fee or charge is levied. The fee or charge may reflect the average cost of providing any product or service or enforcing any regulation. Indirect costs that may be reflected shall be limited to those items included in the Federal Office of Management and Budget Circular A-87 on January 1, 1984;
The sheriff-coroner-public administrator has calculated the amount of three hundred twenty dollars ($320.00), as the average cost incurred when removing a body from the place of death and keeping the body until its release to the person responsible for its internment. This fee shall include the following: salaries and benefits of county employees, indirect expenses and expenses for materials and services; and
The sheriff-coroner-public administrator is authorized to charge and collect from the person entitled to control the disposition of remains, as specified in the Health and Safety Code Section 7100, the fee of three hundred twenty dollars ($320.00) when removing a body from the place of death and keeping the body until its release to the person responsible for its internment.
B. The sheriff-coroner-public administrator shall not impose this fee upon a person who claims and proves to be indigent, or in cases in which the body is that of a child not more than fourteen (14) years of age or in cases in which the coroner ascribes the death to the criminal act of another unless the coroner has reasonable grounds to believe that the deceased was involved in any criminal activity which contributed to his or her own death. The charge shall not include expenses of keeping the body during the time necessary for the coroner to perform his or her duties in connection with it.
C. In this section, a person shall be determined indigent if the person is entitled to control the disposition of the remains of a dead body and the person's family income is equal to or less than one hundred fifty (150) percent of the federal declared poverty scale in effect on the date the coroner takes charge of the dead body.

4.68.040 - Fees for examination of records of survey and corner records by county surveyor.¶
A. Pursuant to Section 8766 of the Business and Professions Code, the county supervisor is required to examine every record of survey proposed to be filed for record with the county recorder. Section 8766.5 of such code provides that a fee may be set for examining a record of survey that is equivalent to the cost of providing the examination service.
B. Pursuant to the report of the county surveyor regarding the cost of providing the examination service, the fee for filing a record of survey with the county surveyor for examination pursuant to Section 8766 of the Business and Professions Code is as set forth in Ordinance No. 671. The fee shall be paid by every person and public agency filing a record of survey for examination with the county surveyor, except the State of California.
C. Pursuant to Section 8773.2 of the Business and Professions Code, every person and public agency, not including the State of California, filing a corner record for examination with the county surveyor shall pay a fee as set forth in Ordinance No. 671.

4.68.050 - Fee schedule of services rendered by office of treasurer-tax collector.¶
A. Purpose. The purpose of this chapter is to establish a schedule of fees, otherwise authorized by law, in the amount reasonably necessary to recover the cost incurred by the county treasurer-tax collector on behalf of the county in providing the products or services enumerated herein.
B. Authority. The fees established herein are authorized by Government Code Sections 6157, 50077(b), 54985, 54986, 66010 et seq., 66016, and 66451.2, and Revenue and Taxation Code Sections 162, 2188.8(g), 2509.1, 2511.1, 2706, 2922, 2922(e), 3698.5, 3704.7, 4807, 4102, 4112, 4143(f)(1), 4217, 4672.1, 4672.2, 4672.3(a), 4674, 4837.5, 4837.5(i) and 5832.

4.68.060 - Criminal justice administrative fees including the jail access fee and the…¶
A. Pursuant to Government Code Section 29951(d), a county is authorized to impose a fee upon a city, special district, school district, community college district, college or university for reimbursement of county expenses incurred with respect to the booking or other processing of persons arrested by an employee of that city, school district, community college district, college or university, where the arrested persons are brought to the county jail for booking or other processing if in any fiscal year the State of California (state) appropriates less than thirty-five million dollars ($35,000,000.00). If the State of California appropriates at least thirty-five million dollars ($35,000,000.00), the county shall not impose a booking fee to any city, school district, community college district, college or university. The county establishes a local detention facility revenue account to receive funds from the state annual appropriation.
For the 2007-2008 fiscal year and each fiscal year thereafter, in accordance with Government Code Sections 29551(b)(1) and (2), if a state appropriation for the purposes specified in Government Code Section 29552 is made in any fiscal year, a county may charge a jail access fee to a local agency that exceeds that agency's three-year average number of non-felony bookings for specified violations at a rate not to exceed the actual cost of booking an arrested person into the local detention facility, for each booking in excess of the three-year average. A local agency's three-year average number of non-felony bookings shall be recalculated each year.
The county shall determine a local agency's three-year average based on the following violations:
Municipal code violations;
Misdemeanor violations, except driving under the influence offenses and domestic violence misdemeanor offenses, including enforcement of protective orders.
The jail access fee charges to an agency shall be calculated and billed on a monthly basis, and all revenue derived from the jail access fee shall be deposited by the county into the local detention facility revenue account. The county shall fully disclose the costs allocated as Federal Circular A-87 overhead in the jail access fee.
B. For the 2007-2008 fiscal year and each fiscal year thereafter, if the state appropriates less than thirty-five million dollars ($35,000,000.00), the county may collect fees pursuant to Government Code Sections 29550 and 29550.3 up to a rate, in proportion to how much the appropriation is less than thirty-five million dollars ($35,000,000.00).
However, the maximum rate of the fee shall be the rate charged by the county as of June 30, 2006, increased for each subsequent year by the California Consumer Price Index as reported by the Department of Finance plus one percent, compounded annually. The county shall fully disclose the costs allocated as Federal Circular A-87 overhead.
C. Pursuant to Government Code Section 29551(d), a county may submit an invoice to a city, special district, school district, community college district, college or university for the fee imposed pursuant to this section on and after July 1, 1990 only if the state appropriates less than thirty-five million dollars ($35,000,000.00) and only to the proportion to the amount that is less than appropriated.
D. Pursuant to Government Code Section 29550, a criminal justice administrative fee is imposed upon a city, special district, school district, community college district, college or university, for the booking or other processing of persons arrested by an employee of that city, special district, school district, community college district, college or university, where the arrested persons are brought to the county jail for booking or other processing in the proportionate amount effective July 1, 2007, in the event the state appropriates less than thirty-five million dollars ($35,000,000.00).
E. The amount of the fee set forth in subsection D of this section does not exceed one-half the actual administrative costs, including applicable overhead costs permitted by Federal Circular A-87 Standards, as defined in subdivision (d) of Government Code Section 29550, incurred in the booking or other processing of arrested persons. Any increases in a fee pursuant to Government Code Section 29550 shall be adopted by the county prior to the beginning of its fiscal year and may be adopted only after the county has provided each city, special district, school district, community college district, college district or university forty-five (45) days' written notice of a public meeting held pursuant to Government Code Section 54952.2 on the fee increase and the county has conducted the public hearing.
F. For the purposes of this section, an "employee" shall include any person making an arrest on behalf of the city, special district, school district, community college district, college or university.
G. The fee will apply to all arrests resulting in booking or detention at a county jail on or after July 1, 1990.
H. A city, special district, school district, community college district, college or university shall not be charged the criminal justice administrative fee set forth herein for any of the following:
An arrest on any bench warrant for failure to appear in court, nor any arrest warrant issued in connection with a crime not committed within the entity's jurisdiction;
For a person who is ordered by a court to be remanded to the county jail;
For arrests made pursuant to arrest warrants originating outside of its jurisdiction;
For parole violation arrests or probation order returns to custody unless a new charge has been filed for a crime committed in the jurisdiction of the arresting city, district, college or university, in the event that the Governor declares a state of emergency, no agency shall be charged fees for any arrests made during any riot, disturbance, or event that is subject to the declaration referred to herein;
For the arrest of a prisoner who has escaped from a county, state or federal detention or corrections facility;
For arrestees held in temporary detention at a court facility for purposes of arraignment when the arrestee has been previously booked at an entity detention facility;
As a result of an arrest made by an officer of a city, special district, school district, community college district, college or university assigned to a formal multi-agency task force in which the county is a participant; for the purposes of this section, "formal task force" means a task force that has been established by written agreement of the participating agencies.
I. It is the intent of the board of supervisors to exercise its statutory authority to impose a criminal justice administrative fee to the maximum extent permissible. If any provision of this section or the application thereof to any person or circumstances is held invalid, such invalidity shall not affect other provisions or applications of this section which can be given effect without the invalid provisions or applications and to this end the provisions of this section are severable.
J. In the event that the State of California, prior to June 30, 1991, provides a stable source of fundings specifically stated to replace such criminal justice administrative fees that would have been recovered under this section, the county shall rescind this section.

A. Fee Schedule. The board of supervisors establishes the fee schedule set forth in Exhibit "A" attached to the ordinance codified in this section for the department of mental health for services of the public guardian, alcohol program and drug program.
B. Amending Fee Schedule. The fee schedule, identified as Exhibit "A" attached to the ordinance codified in this section, may be amended by resolution.

- Purpose and scope.
A. Purpose. The purpose of this section is to establish fees in reasonable amounts to cover the costs of rendering certain enumerated services and supplies furnished by the assessor-county clerk-recorder's office.
B. Authority. Restrictive Covenant Modification (RCM) Fund Pursuant to Government Code Section 27388.2(c), the county recorder shall not charge this fee after December 31, 2027, unless it has received reauthorization by the Board of Supervisors of the County of Riverside. The county recorder shall not seek reauthorization of the fee by the board before June 1, 2027, or after December 31, 2027. Any reauthorization period shall not exceed five years.

4.68.110 - Fees, charges and rates for county public health services and supplies.¶
A. Purpose and scope. The purpose of this section is to establish fees for certain services and supplies furnished by the county in the field of health through the department of public health.
B. Listing not comprehensive. This section is not intended to contain all fees that are or may be charged for services and supplies furnished by the county in the field of health and to the extent that other fees are customarily charged or are established elsewhere and are not listed in the schedules below, all such fees, charges, and rates shall remain in full force and effect.
C. Fees and charges. Department of public health fees and charges shall be listed on Schedule 1. Riverside Community Health System fees and charges shall be listed on Schedule 2.

4.68.120 - Fees for separate assessment of timeshare projects.¶
A. Purpose and Authority. This section adopts and establishes fees for the separate assessment of timeshare projects as provided in Revenue and Taxation Code Sections 2188.8 and 2188.9.
B. Application. The fees set out in this section are charges for the initial and the on-going costs of the separate assessment and billing and mailings with respect to timeshare projects made in accordance with Revenue and Taxation Code Sections 2188.8 and 2188.9. This section is intended to be applicable to assessments on the 1993-94 assessment roll and subsequent assessment rolls.
C. Fees. The following fees shall be charged for each timeshare project separate assessment made by the county assessor under Revenue and Taxation Code Sections 2188.8 and 2188.9.

D. Levy and Collection. For the 1993-94 assessment roll, the timeshare separate assessments that are subject to the provisions of this section, and which are to be added to the specified assessments by the county auditor-controller, are as set out on the report of the county assessor accompanying the notice of public hearing given in consideration of the adoption of this section. For assessment rolls subsequent to 1993-94, the county assessor shall submit a report identifying each timeshare project in which separate assessments that are subject to the fees established in this section have been made to the board of supervisors at a regularly scheduled meeting of the board on or before August 15th of each year. On receipt and filing of the report, the county auditor-controller shall levy the indicated fees on the assessment numbers as reported by the assessor. For 1993-94 and years thereafter, the fees shall be billed and collected along with the regular taxes and assessments related to each timeshare project separate assessment and shall be subject to the same delinquency penalties and interest otherwise applicable to the regular taxes and assessments. When collected, the fees and any applicable penalties and interest shall be deposited into the county general fund.

In addition to the aforementioned fees, the following requirements will also apply:
A two hundred dollar ($200.00) deposit will be charged for events held evenings and/or weekends that have twenty (20) or more people and/or any event making alcohol available. Any portion or all of this deposit is refundable at the sole discretion of the executive director.
A licensed, uniformed security guard (one per fifty (50) people) at the user's expense will be required for events held evenings and/or weekends.

Refundable deposit must be picked up before sixty (60) days or forfeited.
A two hundred dollar ($200.00) security deposit may be waived at the discretion of the executive director.
Sun City Concern will not be responsible for expenses incurred by companies, organizations, businesses, etc., for advertising of any kind for a specific date unless application for room usage has been filled out, approved by the executive director and the required deposit has been paid. Telephone conversations are not binding.

A. Purpose. The purpose of this section is to establish a schedule of fees and charges for county service area No. 51.

4.68.170 - Minimum obligation to pay for clinic services.¶
The board of supervisors establishes that the minimum obligation to pay for clinic services shall be by annual income based on Table I (Exhibit A) or monthly income based on Table II (Exhibit B) attached to the ordinance codified in this section.

4.68.180 - Fees for department of mental health's PC 1000 drug diversion program.¶
A. Fee Schedule. The board of supervisors establishes the fee schedule set forth in Exhibit "A," attached to the ordinance codified in this section, for the department of mental health's PC 1000 drug diversion program.
B. Amending Fee Schedule. The fee schedule, identified as Exhibit "A," attached to the ordinance codified in this section, may be amended by resolution.

4.68.190 - Land management system fee surcharges.¶
A. Short Title. This section shall be know as the "land management system fee surcharge ordinance."
B. Purpose. This section establishes a fee surcharge that is to be applied to all other fees or charges under the authority of Riverside County Ordinance Nos. 457 and 671. The surcharge shall be utilized to support necessary software and hardware lease payments, communications and systems maintenance costs for the "land management system" or "LMS."
C. Authority. This section is authorized and enacted under the provisions of Government Code Section 66014 et seq.
D. Findings. In enacting this section, the board of supervisors finds and determines:
The LMS is necessary for the accurate and efficient processing and accounting of property development related entitlements and permits, and fees or charges thereon, within Riverside County;
The surcharge established in this section is a reasonable means of providing partial payment for the LMS;
The surcharge, in combination with all other fees and charges to which it is applied, does not exceed the estimated reasonable cost of providing the services for which the surcharge and fees are charged;
The surcharge is a proper element of the cost of providing services under the authority of Riverside County land development ordinances, Ordinance Nos. 457 and 671, and those other ordinances, resolutions and rules mentioned therein, pursuant to Federal Office of Management and Budget Circular A-87.
E. Amount and Application of Surcharge. It is established that a surcharge in the amount of two percent ("surcharge") shall be applied and charged against each and every fee or charge due on and after the date that the ordinance codified in this chapter takes effect and collected under the authority of Ordinance Nos. 457 and 671 as then in effect and as from time to time amended thereafter.
F. Accounting and Administration. The surcharge shall be computed and collected, or refunded when otherwise indicated, at the time that payment or refund of any fee or charge under authority of Ordinance Nos. 457 and 671 is made to or by the county. The surcharge shall be deposited and maintained in a separate account established through the county auditor-controller. An annual accounting of the amount of surcharge collected and appropriated from year to year, and a report of the LMS payment progress and status to date, shall be made and presented to the board of supervisors in concert with the county's annual budget. When the need for the surcharge has become materially changed or satisfied, the TLMA shall so notify the board of supervisors and make its recommendation as to whether this section should be amended or repealed.

4.68.200 - Criminal justice administration fee.¶
A. Pursuant to Government Code Section 29550(c) any county whose officer or agent arrests a person is entitled to recover from the arrested person a criminal justice administration fee for administrative costs it incurs in conjunction with the arrest if person is convicted of any criminal offense related to the arrest whether or not it is the offense for which the person was originally booked.
B. Pursuant to Government Code Section 29550.2 person booked into a county jail pursuant to any arrest by a governmental entity not specified in Government Code Section 29550 or Government Code Section 29550.1 is subject to a criminal justice administration fee for administrative costs incurred in conjunction with the arresting and booking if that person is convicted of any minimal offense related to the arrest and booking.
C. The fee imposed pursuant to Government Code Section 29550(c) should not exceed the actual administrative costs, including applicable overhead costs incurred in the booking or otherwise processing arrested persons.
D. The fee imposed pursuant to Government Code Section 29550.2 should not exceed the actual administrative costs, as fined in Government Code Section 29550.2(c) including applicable overhead costs estimated by Federal Circular A-87 standards, incurred in booking or otherwise processing arrested persons.
E. If the person subject to the criminal justice administration fee pursuant to Government Code Section 29550(c) or Government Code Section 29550.2 has the ability to pay, a judgment of conviction shall contain an order for payment of the amount of the criminal justice administration fee by the convicted person, and execution may be issued on the order in the same manner as a judgment a civil action, but the order shall not be enforceable by contempt further, the court shall, as a condition of probation, order the convicted person to reimburse the county for the criminal justice administration fee.
F. All fees collected by a county pursuant to Government Code Section 29550(c) or Government Code Section 29550.2 be deposited into a special fund in that county which shall be used exclusively for the operation, maintenance and construction of county jail facilities.
G. Pursuant to Government Code Section 29550(c) Government Code Section 29550.2, a criminal justice administration fee is imposed on any person booked into a county jail pursuant any arrest as provided in this chapter in the amount of one hundred ten dollars and forty cents ($110.40).
H. The amount of the fee set forth in subsection G of this section does not exceed the actual administrative costs, as defined in subdivision (c), of Government Code Section 29550.2, including applicable overhead costs as permitted by Federal Circular A-87 standards, incurred in the booking or other processing of arrested persons nor does it exceed the actual administrative costs, including applicable overhead costs incurred in booking or otherwise processing arrested persons.
I. The fee set forth in this section shall apply to all arrests of any person booked into county jail pursuant to Government Code Section 29550(c) and/or an arrest by any governmental entity not specified in Government Code Section 29550 or Government Code Section 29550.1 resulting in booking at a county jail on or after the effective date of the ordinance codified in this section.
J. It is the intent of the board of supervisors to exercise its statutory authority to impose a criminal justice administration fee to the maximum extent possible. If any provision this section or the applicable thereof to any person or circumstance may be held invalid, such invalidity shall not affect other provisions or applications of this section which can be given effect without the invalid provisions or applications and to this end the provisions of this section are severable.

4.68.210 - Fee schedule for providing public record and property characteristics…¶
A. Purpose. This section establishes fees for providing copies of public records and producing property characteristics information by the office of the assessor.
B. Authority. This section is enacted under the provisions of Government Code Section 54985 et seq., and the authority of Government Code Sections 6257 and 27561 and Revenue and Taxation Code Sections 162, 408.3, 409 and 649.
C. Fees. The fees established by this section are set out on the schedule attached to the ordinance codified in this section and identified as Appendix 1. Fees collected for providing property characteristics information pursuant to Revenue and Taxation Code Section 408.3 shall be deposited in a separate fund established for and to be used solely to support, maintain, improve and provide for the creation, retention, automation and retrieval of assessor information. All other fees collected pursuant to this section, shall be deposited in the county general fund.
D. Validation. All fees collected for providing copies of public records and producing property characteristics information prior to the adoption of the ordinance codified in this section are validated and confirmed, notwithstanding any defect, irregularity, omission, or ministerial error in the adoption or approval thereof.

4.68.220 - Fees for credit card payment of property taxes.¶
A. Purpose. The purpose of this section is to establish a fee to recover the cost incurred by the county treasurer-tax collector in providing for the use of credit and debit cards to pay property taxes.
B. Authority. This section is adopted pursuant to Revenue and Taxation Code section 2511.1 which authorizes counties to impose fees for the use of credit cards sufficient in amount to provide for the recovery of fees and discounts and all other costs incurred by the county in providing for payment of property taxes by credit.
C. Application. The county authorizes the use of any major credit and debit cards accepted by the county treasurer-tax collector's credit card processor for the payment of property taxes.
D. Fee schedule. The county treasurer-tax collector or its authorized agent shall hereinafter collect as a fee for credit card and debit card processing a maximum of two and one-half percent of the charged tax amount with a minimum fee of two dollars and fifty cents ($2.50) for payments of one hundred five dollars ($105.00) and less and a minimum fee of three dollars and ninety-five cents ($3.95) per payment for debit cards.

4.68.230 - Health services agency Medi-Cal targeted case management fee schedule.¶
The board of supervisors establishes a fee schedule for Riverside County's health services agency Medi-Cal targeted case management program as set forth in Attachment A attached to the ordinance codified in this section.

4.68.240 - Fee schedule for the issuance of concealed weapon permit.¶
A. The board of supervisors establishes the following schedule of fees for the issuance of a concealed weapon permit by the sheriff of the county of Riverside:

B. The sheriff of the county is authorized to charge the applicant for the actual cost of any psychological testing required for the initial application, in an amount not to exceed one hundred fifty dollars ($150.00). The applicant would be referred to the same psychologist as used by the county for the testing of employees. Applicants applying for a renewal license shall be required to have psychological testing only if there is compelling evidence to indicate that a test is necessary. The cost of the additional testing shall not exceed one hundred fifty dollars ($150.00).
C. The sheriff of the county is authorized to charge and collect the fees established by this section. The sheriff may waive the fees established in this section for members of the sheriffs reserve unit, judicial officers, or when the sheriff determines there is good cause for the fee to be waived.

4.68.250 - Fees, charges and rates for miscellaneous clerk of the board services.¶
A. Purpose and Scope. The purpose of this section is to establish fees in reasonable amounts to cover the costs of rendering miscellaneous services by the clerk of the board as authorized by Gov. Code Secs. 26831, 26833, 26837, 26854, and 81008.
B. Severability. Should any fee herein established be held to be invalid or otherwise unenforceable, such determination shall not affect the validity of all remaining fee provisions.
C. Listing Not Comprehensive. This section is not intended to contain all fees that are or may be charged for services and supplies by the clerk of the board and to the extent that other fees are customarily charged or are established elsewhere and are not listed below, all such fees, charges, and rates shall remain in full force and effect.

4.68.260 - Fee for preparing written findings of fact in assessment appeals.¶
A. Findings. The board of supervisors finds that the current fee charged by the county to prepare written findings of fact in assessment appeals does not adequately compensate it for expenses incurred. Given the number of applications for changed assessment pending, the financial impact on the county will be substantial if the fee is not increased.
B. Purpose. The purpose of this section is to increase the fee for preparing written findings of fact set forth in the Rules of Notice and Procedure of the Assessment Appeals Boards of the County of Riverside.
C. Authority. This section is adopted pursuant to Revenue and Taxation Code section 1611.5 which authorizes counties to impose a reasonable fee to cover the expense of preparing findings of fact in assessment appeals.
D. Fee for findings of fact. The fee for preparing written findings of fact shall be five (5) times the hourly billing rate of the office of county counsel for each application for changed assessment. When two (2) or more applications for changed assessment have been consolidated for hearing because they involve contiguous or adjacent parcels, the same owner or other similar issues, the assessment appeals board may allow the payment of a single application fee if it determines that the consolidated applications can be resolved with a single set of written findings of fact. When the assessment appeals board does not make this determination in consolidated applications, a separate fee shall be paid for each application for changed assessment. In no event, however, shall the total fees paid exceed an amount equal to fifteen (15) times the hourly billing rate of the office of county counsel.
