Sec. 20.130. - MANNER OF ESTABLISHING ON-STREET PARKING METER ZONES:¶
Parking meter zones in streets and public rights-of-way, the rate of parking fees and regulations for use therein shall be as established in this Division.

Sec. 20.131. - ESTABLISHMENT OF DOWNTOWN METER ZONES:¶
A. The Downtown Meter Zone A is hereby established and is described as follows:
That certain area of the City of Redwood City, County of San Mateo, State of California, bounded by the following described line, but excluding that area in the center which constitutes Downtown Meter Zone B as described in Section 20.131.B. below:
Commencing at the point where the centerline of Brewster Avenue intersects with the northeasterly edge of the Veterans Boulevard right-of-way, extending along the centerline of Brewster Avenue to the southerly edge of the Broadway right-of-way; extending along the southerly edge of the Broadway right-of-way to the centerline of El Camino Real; extending along the centerline of the El Camino Real to the centerline of James Avenue; extending along the centerline of James Avenue to the centerline of the Southern Pacific Railroad; extending along the centerline of the Southern Pacific Railroad to the westerly edge of the Maple Street right-of-way; extending along the westerly edge of the Maple Street right-of-way to the southerly edge of the Broadway right-of-way; extending along the southerly edge of the Broadway right-of-way to the centerline of Chestnut Street; extending along the centerline of Chestnut Street to the northerly edge of the Broadway right-of-way; extending along the northerly edge of the Broadway right-of-way to the easterly edge of Maple Street; extending along the easterly edge of Maple Street to the northerly edge of the Veterans Boulevard right-of-way; extending along the northerly edge of the Veterans Boulevard right-of-way to the point of commencement.
B. Downtown Meter Zone B is hereby established and is described as follows:
That certain area of the City of Redwood City, County of San Mateo, State of California, bounded by the following described line:
Commencing at the point where the centerline of Broadway intersects with the southwesterly edge of Marshall Street, extending along the northern edge of Broadway to the eastern edge of Perry Street; extending along the easterly edge of Perry Street to the intersection with the centerline of Commercial Way; then crossing Commercial Way and extending along the westerly edge of Perry Street, from Commercial Way to Broadway; extending along the northerly edge of Broadway to the easterly edge of El Camino Real; extending along the easterly edge of El Camino Real to Winklebleck Street; extending along the southern edge of Winklebleck Street to the easterly edge of California Street; extending along the easterly edge of the California Street right-of-way to the centerline of the Southern Pacific Railroad; extending along the centerline of the Southern Pacific Railroad to the westerly edge of the Maple Street right-of-way; extending along the westerly edge of Maple Street to the easterly edge of Main Street right-of way; extending along the easterly edge of the Main Street right-of-way to the southwesterly edge of Marshall Street; extending along the southwesterly edge of Marshall Street to the point of commencement.
C. A map depicting the two (2) Downtown Meter Zones shall be on file at the City Clerk's office. To the extent there are any inconsistencies between the descriptions in this Section and the map on file with the City Clerk, the map shall control.

Sec. 20.132. - ESTABLISHMENT OF DOWNTOWN METER ZONE METER RATES FOR ON-STREET PARKING…¶
A. Under the authority of California Vehicle Code Section 22508, meter rate for the Downtown Meter Zone A shall be fifty cents ($0.50) per hour, Monday through Saturday, eight o'clock (8:00) A.M. to eight o'clock (8:00) P.M., subject to adjustment in accordance with Section 20.133.
B. Under the authority of California Vehicle Code Section 22508, meter rate for the Downtown Meter Zone B shall be one dollar ($1.00) per hour, eight o'clock (8:00) A.M. to eight o'clock (8:00) P.M., subject to adjustment in accordance with Section 20.133.

Sec. 20.133. - PERIODIC ADJUSTMENT OF DOWNTOWN METER ZONE METER RATES:¶
Under the authority of California Vehicle Code section 22508, the following process for adjusting Downtown Meter Zone meter rates from time to time to manage the use and occupancy of the parking spaces for the public benefit in all parking areas within the Downtown Meter Zones is hereby established.
A. To accomplish the goal of managing the supply of parking, including the use and occupancy of parking spaces for the public benefit, and to make it reasonably available when and where needed, a target occupancy rate of eighty-five percent (85%) is hereby established as the goal sought to be achieved with the rate structure for parking meters within the Downtown Meter Zones. Such target occupancy rate balances the consistent use of the public parking supply with minimizing the time it takes for individual parkers to find a parking space. For purposes of this Section 20.133, the "two (2) representative days" shall fall on a Tuesday, Wednesday, or Thursday, and shall exclude days that fall on a holiday, experience severe weather, or host a special event within the City's downtown area. The two (2) representative days shall be taken from within a single month during one of the busiest four (4) months of the year, based on the past twelve (12) month period of parking data.
B. At least biennially and not more frequently than quarterly, the City Manager shall survey the average occupancy for each parking area in the Downtown Meter Zone that has parking meters. The occupancy rate will be calculated from the average of the peak occupancy from the two (2) representative days as defined above in Subsection 20.133.A. Peak occupancy will be calculated from the average occupancy for the two (2) highest consecutive hours of parking occupancy in the day. The parking rates will be recalculated for parking meters in both Downtown Meter Zones A and B using the criteria and calculations established below:
- In the Downtown Meter Zone A:
a. The hourly parking rate in Downtown Meter Zone A shall at all times be between twenty-five cents ($0.25) per hour and two ($2.00) dollars per hour.
b. If the occupancy within Downtown Meter Zone A is over eighty-five percent (85%), the then existing hourly meter rate shall be increased by twenty-five cents ($0.25), provided, however, the hourly parking rate shall in no event exceed the approved maximum rate.
c. If the occupancy within Downtown Meter Zone A is between seventy percent (70%) and eighty-five percent (85%), the then existing hourly meter rate shall remain the same.
d. If the occupancy within Downtown Meter Zone A is below seventy percent (70%), the then existing hourly meter rate shall be reduced by twenty-five cents ($0.25), provided, however, the hourly parking rate shall in no event go below the approved minimum rate.
- In the Downtown Meter Zone B:
a. The hourly parking rate in Downtown Meter Zone B shall at all times be between fifty cents ($0.50) per hour and three dollars ($3.00) per hour.
b. If the occupancy within Downtown Meter Zone B is over eighty-five percent (85%), the then existing hourly meter rate shall be increased by fifty cents ($0.50), provided, however, the hourly parking rate shall in no event exceed the approved maximum rate.
c. If the occupancy within Downtown Meter Zone B is between seventy percent (70%) and eighty-five percent (85%), the then existing hourly meter rate shall remain the same.
d. If the occupancy within Downtown Meter Zone B is below seventy percent (70%), the then existing hourly meter rate shall be reduced by fifty cents ($0.50), provided, however, the hourly parking rate shall in no event go below the approved minimum rate.
C. The new rates shall become effective upon the programming of the parking meter for that rate. The current schedule of meter rates shall be available at the City Clerk's office.

Sec. 20.134. - PROVISIONS FOR TEMPORARY SUSPENSION OF METER RATES:¶
A. Parking meter rates shall be suspended and shall not be charged nor due and payable on the following holidays: January 1, Dr. Martin Luther King, Jr. Day (third Monday in January), Presidents' Day (third Monday in February), Memorial Day (last Monday in May), Juneteenth (June 19), July 4, Labor Day (first Monday in September), Veterans Day (November 11), Thanksgiving Day, and December 25. Additionally, parking meter rates shall be suspended and shall not be charged nor due and payable on the day of the City's Salsa Festival (or its equivalent festival) or the day of the City's Hometown Holidays festival (or its equivalent festival).
B. The City Council may, by motion, suspend the provisions of this Division, including parking meter rates and the requirement to pay parking meter fees, at additional times and/or days in any case where the Council finds that strict compliance would not serve the public interest, including but not limited to the use of public streets and sidewalks for celebrations, special public events, celebration of holiday seasons and any other such activity or purpose as the City Council in its sole discretion shall determine.
