Sec. 20.83. - APPLICATION OF ARTICLE:¶
The provisions of this Article prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.
The provisions of this Article imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code of this State or the ordinances of this City, prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.

Sec. 20.84. - MARKING OF PARKING SPACES—GENERALLY; VEHICLES TO BE PARKED WITHIN MARKED…¶
The City Manager is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted.
When such parking space markings are placed in the highway, subject to other and more restrictive limitations, no vehicle shall be stopped, left standing or parked other than within a single space unless the size or shape of such vehicle makes compliance impossible.

Sec. 20.85. - MARKING OF PARKING SPACES—WHERE ANGLE PARKING PERMITTED; VEHICLES TO BE…¶
A. Whenever any ordinance of this City designates and describes any street or portion thereof upon which angle parking shall be permitted, the City Manager shall mark or sign such street indicating the location and the angle at which vehicles shall be parked.
B. When signs or markings are in place indicating angle parking as herein provided, no person shall park or stand a vehicle other than at the location and angle indicated by such signs or markings.
C. Angle parking shall be permitted upon those streets and parts of streets described in Section 20.99.

Sec. 20.86. - STOPPING, STANDING OR PARKING PROHIBITED IN SPECIFIED PLACES—IN PARKWAYS:¶
No person shall stop, stand or park a vehicle within any parkway.

Sec. 20.87. - STOPPING, STANDING OR PARKING PROHIBITED IN SPECIFIED PLACES—NEAR…¶
The City Manager shall appropriately sign or mark the following places and where so signed or marked, no person shall stop, stand or park a vehicle in any of such places:
A. At any place within fifteen feet (15′) of an intersection in any business district except that a bus may stop at a designated bus stop.
B. Within twenty-five feet (25′) of the approach to any traffic signal, boulevard stop sign or official electric flashing device.
C. At any place where the City Manager determines that it is necessary in order to eliminate unusual traffic hazard.

Sec. 20.88. - PARKING ADJACENT TO SCHOOLS:¶
A. The City Manager is hereby authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would, in his opinion, interfere with traffic or create a hazardous situation.
B. When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place.

Sec. 20.89. - PARKING ON NARROW STREETS:¶
A. The City Manager is hereby authorized to place signs or markings indicating no parking upon any street when the width of the roadway does not exceed twenty feet (20′), or upon one side of a street, as indicated by such signs or markings when the width of the roadway does not exceed thirty feet (30′).
B. When official signs or markings prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign or marking.

Sec. 20.90. - MANNER OF PARKING ON HILLS:¶
No person shall park or leave standing any vehicle unattended on a highway when upon any grade exceeding three percent (3%) within any business or residence district without blocking the wheels of said vehicle by turning them against the curb or by other means.

Sec. 20.91. - MANNER OF PARKING ON ONE-WAY ROADWAYS:¶
A. Subject to other and more restrictive limitations, a vehicle may be stopped or parked within eighteen inches (18″) of the left-hand curb facing in the direction of traffic movement upon any one-way street unless signs are in place prohibiting such stopping or standing.
B. In the event a highway includes two (2) or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway unless signs are in place permitting such standing or parking.
C. The City Manager is authorized to determine when standing or parking shall be prohibited upon the left-hand side of any one-way street or when standing or parking may be permitted upon the left-hand side of any one-way roadway of a highway having two (2) or more separate roadways and shall erect signs giving notice thereof.

Sec. 20.91.4. - ENFORCEMENT OF PARKING REGULATION ON PRIVATE ROADS NOT OPEN TO PUBLIC USE:¶
Pursuant to the provisions of section 21107.7 of the Vehicle Code of the State of California it is hereby found and declared that there are privately owned and maintained roads as described in this Code Section within the City that are not generally held open for use of the public for purposes of vehicular travel but by reason of their proximity to or connection with highways the interests of any residents residing along such roads will best be served by application of provisions of the Vehicle Code to these roads and, therefore, the provisions of section 21458(a) of said Code which prohibits the parking, stopping and/or standing of vehicles in a "red zone" and section 42001 of said Code which authorizes the issuance of citations for vehicles parked in violation of any Vehicle Code provision and allows imposition of a fine of up to fifty dollars ($50.00) for such violation shall, upon appropriate posting thereof, be enforceable within such privately owned and maintained roads:
On that parcel of land shown on the maps entitled "Farm Hill Vista Condominium Subdivision and Plan" as it is recorded in volume 73, pages 35 through 42, on December 7, 1971 in the office of the recorder of the County of San Mateo, State of California.

Sec. 20.91.5. - ENFORCEMENT OF REGULATIONS PERTAINING TO PARKING SPACES DESIGNATED FOR…¶
Pursuant to the provisions of section 21107.8 of the Vehicle Code of the State of California it is hereby found and declared that the following privately owned and maintained off-street parking facilities are generally held open for use of the public for purposes of vehicular parking and, therefore, the provisions of section 22507.8 of said Code pertaining to parking or standing any vehicle in a stall or space designated for physically handicapped persons shall, upon appropriate posting thereof, be enforceable within such parking facilities: The parking lot and facilities appurtenant to Kaiser Hospital, located at 1150 Veterans Boulevard.

Sec. 20.92. - PARKING FOR CERTAIN PURPOSES PROHIBITED:¶
No person shall park a vehicle upon any roadway for the principal purpose of:
A. Displaying such vehicle for sale.
B. Washing, greasing or repairing such vehicle, except repairs necessitated by an emergency.

Sec. 20.93. - PARKING PROHIBITED ON PUBLIC STREETS DURING SPECIFIED HOURS FOR STREET…¶
A. No person shall stop, park or leave standing any vehicle, whether attended or unattended, on any public street within the City during the time of the day in which the street is scheduled to be swept, as indicated by street signs posted in accordance with section 22507.6 of the Vehicle Code. All streets during the specified street sweeping hours are designated as no parking zones and shall be sign posted as such.
B. Authority is delegated to the city manager or his/her designee to establish a schedule for the regular sweeping of streets within the City, and in connection therewith, to determine the day of the week and time of day during which parking will be prohibited on each street included within the schedule.

Sec. 20.94. - AUTHORITY TO PLACE AND OBEDIENCE TO EMERGENCY PARKING SIGNS:¶
A. Whenever the City Manager shall determine that an emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions, or for other reasons, the City Manager shall have power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the City Manager shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency, and the City Manager shall cause such signs to be removed promptly thereafter.
B. When signs authorized by the provisions of this Section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs.

Sec. 20.95. - PARKING FOR MORE THAN SEVENTY-TWO CONSECUTIVE HOURS PROHIBITED; REMOVAL…¶
A. No person who owns or has possession, custody, or control of any vehicle shall park or leave standing such vehicle upon a street, alley, or highway, or a parking lot owned or leased by, or under vehicular regulatory jurisdiction of, the City for more than a consecutive period of seventy-two (72) hours.
B. In the event a vehicle is parked or left standing upon a street, alley, or highway, or a parking lot owned or leased by, or under vehicular regulatory jurisdiction of, the City in excess of a consecutive period of seventy-two (72) hours, any member of the Police Department authorized by the Chief of Police may remove the vehicle from the street or highway in the manner and subject to the requirements of section 22650 et seq., of the Vehicle Code of the State. For purposes of this Section, a vehicle shall be deemed parked or left standing if it has not been moved at least one (1) vehicle length as measured by the length of the vehicle in question within the aforesaid seventy-two (72) hour period.

Sec. 20.95.1. - OVERTIME PARKING; ISSUANCE OF CITATION; PAYMENT OF FINE:¶
A. If a vehicle shall remain parked in a parking space beyond the parking time limit fixed for such parking space in accordance with the provisions of this Division, such vehicle shall be considered as parked overtime and beyond the period of legal parking time in that event, and the parking of a vehicle overtime or beyond the period of legal parking time in any such part of a street where parking is limited to a specific period of time shall be a violation of this Division.
It shall be unlawful and a violation of the provisions of this Division for any person to cause, allow, permit or suffer any vehicle registered in the name of, or operated by such person to be parked overtime or beyond the period of legal parking time established for any parking space.
B. It shall be the duty of each police officer or parking enforcement deputy to take the state vehicle license of such vehicle; the time, place, and date of such overparking; and make of such vehicle; and issue, in writing, a citation for illegal parking in the same form and subject to the same procedure provided for by the law of the State applicable to traffic violations within the City.
C. Any operator or owner of a vehicle to whom a citation has been issued in accordance with the preceding subsection may, within fifteen (15) (business) days of the time of the issuance of such citation, pay to the appropriate court, as a penalty for the full satisfaction of such violation, the sum of forty dollars ($40.00). The mailing in a sealed envelope properly addressed through the United States mail, of a check, money order or postal order, within fifteen (15) (business) days from the time of issuance of the citation, or notice of such violation, or the deposit at the City Hall of the sum of forty dollars ($40.00) within such fifteen (15) (business) days constitutes compliance with this provision. Delivery of such envelope shall be the responsibility of such owner or operator. The failure of such owner or operator to make such payment within said fifteen (15) (business) days shall render such owner or operator subject to the penalties provided for violations of the provisions of this Division.

Sec. 20.95.2. - PARKING BAIL SCHEDULES:¶
For all Vehicle Code violations and for all parking violations (other than those listed in Sections 20.95.1, 20.132, 20.191, 20.210, and Division 11 of this Chapter), the following procedure shall apply:
A. It shall be the duty of each police officer or parking enforcement deputy to take the state vehicle license of such vehicles; the time, place, and date of such overtime parking; and make of such vehicle; and issue, in writing, a citation for illegal parking the same form and subject to the same procedure provided for by the law of the State applicable to traffic violations within the City.
B. Any operator or owner of a vehicle to whom a citation has been issued in accordance with the preceding subsection may, within fifteen (15) business days of the time of the issuance of such citation, pay to the appropriate court, as a penalty for the full satisfaction of such violation, the sum of forty dollars ($40.00) plus applicable surcharges established by resolution. The failure of such owner or operator to make such payment within said fifteen (15) business days shall render such owner or operator subject to the penalties provided for violation of the provisions of this Division.

When signs are erected giving notice thereof, parking shall be limited as specified in the table below. Such limitations on parking shall be effective daily except on Sundays and holidays.

Sec. 20.99. - ANGLE PARKING PERMITTED ON CERTAIN DESIGNATED STREETS:¶
In accordance with Section 20.85 of this Division, and when signs or markings are in place giving notice thereof, drivers of vehicles may stand or park a vehicle only as indicated by such marks or signs on the following streets or portions thereof:
A. Angle parking to the curb: both sides of Allerton Street between Bradford Street and Brewster Avenue.
B. Angle parking to the curb: northerly side of Arguello Street, between Marshall Street and twenty feet (20′) east of Bradford Street; northerly side, between Bradford Street and ninety feet (90′) east of Brewster Avenue; and southerly side, between Brewster Avenue and seventy-five feet (75′) west of Marshall Street.
C. Sec. 20.100. - ALL-NIGHT PARKING PROHIBITED—FOR VEHICLES ON CERTAIN DESIGNATED STREETS:¶
No person shall stop, stand or park a vehicle on any of the streets or portions of streets described as follows for a period of time longer than one hour between the hours of two o'clock (2:00) A.M. and five o'clock (5:00) A.M. of any day:
A. Arguello Street, both sides, Bradford Street to Broadway.
B. Arch Street, both sides, Brewster Avenue to Broadway.
C. Broadway, both sides, Chestnut Street to Clinton Street.
D. California Street, both sides, Broadway to James Avenue.
E. El Camino Real, both sides, northerly to southerly City limits.
F. Hamilton Street, both sides, Marshall Street to Theatre Street.
G. James Avenue, both sides, El Camino Real to Southern Pacific Station.
H. Jefferson Avenue, both sides, Marshall Street to Middlefield Road.
I. Main Street, both sides, Bayshore Highway to El Camino Real.

Sec. 20.101. - PARKING OF OVERSIZED COMMERCIAL VEHICLES PROHIBITED; REMOVAL BY POLICE:¶
A. For purposes of this Section, the term "commercial vehicle" shall have the meaning ascribed to it by Vehicle Code Section 260, and the term "oversized" shall mean a commercial vehicle that has any one of the following characteristics: Exceeds twenty-four and one-half (24.5) feet in overall length (including any load or accessory thereon); has a manufacturer's gross vehicle weight rating of more than eight thousand (8,000) pounds; has a height greater than seven and one-half (7.5) feet; or has a width greater than seven and one-half (7.5) feet.
B. When signs are erected giving notice thereof, no person shall park or leave standing any oversized commercial vehicle upon the street for more than a consecutive period of two (2) hours. This limitation on parking shall be effective twenty-four (24) hours daily. For purposes of this subsection B, a vehicle shall be deemed parked or left standing if it has not been moved at least one (1) vehicle length as measured by the length of the vehicle in question within the aforesaid two (2) hour period.
C. Notwithstanding the provisions of subsection B of this Section, no person shall stop, stand or park any oversized commercial vehicle at any time on any street in the City for a period of time longer than one hour between the hours of eight o'clock (8:00) P.M. and five o'clock (5:00) A.M. of any day.
D. Notwithstanding the provisions of subsections B and C of this Section, no person shall stop, stand or park any oversized commercial vehicle in a residential district at any time; provided, however, any person may stop, stand or park any such vehicle in a residential district while necessary to load or unload property therefrom, or when such stopping, standing or parking is reasonably necessary in the performance of a service to or upon any property in the block where such vehicle is stopped, standing or parked.
E. In the event a vehicle is stopped, parked, or left standing upon a street in violation of this Section, any member of the Police Department authorized by the Chief of Police may remove the vehicle from the street or highway in the manner and subject to the requirements of Section 22650 et seq., of the Vehicle Code of the State.

Sec. 20.101.5. - PARKING OF RECREATIONAL VEHICLES PROHIBITED; REMOVAL BY POLICE:¶
A. Definitions. For purposes of this section, the following words and phrases shall have the meaning respectively ascribed to them:
RECREATIONAL VEHICLE shall mean any vehicle or trailer which is designed for human habitation or occupancy or designed or used for recreational camping or travel use, whether self-propelled or mounted on or drawn by another vehicle, or any structure inspected, approved and designated as a recreational vehicle by and bearing the insignia of the State of California or any other state or federal agency having the authority to approve recreational vehicles. "Recreational vehicle" shall further mean, without limitation, any of the following: A "camp trailer," as defined by California Vehicle Code section 242; a "fifth wheel travel trailer," as defined by California Vehicle Code section 324; a "house car," as defined in California Vehicle Code section 362; a "trailer" as defined in California Vehicle Code section 630; a "trailer coach," as defined in California Vehicle Code section 635; a "mobile home," as defined by California Vehicle Code section 396; a boat, watercraft, and/or a trailer for a boat or watercraft; a "park trailer" as defined in California Health & Safety Code section 18009.3; a "recreational vehicle" as defined in California Health & Safety Code section 18010; and a "truck camper" as defined in California Health & Safety Code section 18013.4.
DWELLING shall mean the same as the definition of the word "dwelling" in Article II of the Redwood City Zoning Ordinance.
B. Prohibitions. Notwithstanding any other provision of the Redwood City Municipal Code, no person shall park, stop, or leave standing any recreational vehicle upon a public street, alley, or highway within the City or a parking lot owned or leased by the City between the hours of eight o'clock (8:00) P.M. and five o'clock (5:00) A.M. of any day, except as provided within subsection C of this section. Violators will be subject to citation, towing, or both.
C. Exemptions. The prohibition in Section B shall not apply to the following:
A recreational vehicle parked on a street, alley, or highway directly in front of (or the side of the property if it is a corner lot) the registered recreational vehicle owner's dwelling as defined in subsection A, above, for the purposes of loading and unloading, cleaning, or other activity preparatory or incident to travel. A recreational vehicle parked for these purposes may be parked for no more than a maximum of forty-eight (48) hours within a seven (7) day period.
Any public emergency vehicle or publicly owned vehicle.
A recreational vehicle parked on a public street, alley, or highway for an event, which has received an event permit issued by the City of Redwood City Police Department or other City Department under Chapter 33A or Section 20.216 of this Code. The vehicle must be parked within the area defined by an event permit issued under section 33A or otherwise pursuant to the terms of the issued permit.
A recreational vehicle parked on a public street, alley, or highway pursuant to a permit issued under the Temporary RV Safe Parking Program authorized by Resolution Number 15881. The vehicle must comply with all requirements of the Temporary RV Safe Parking Program.
D. Signs. The Director of Public Works may post streets signs giving notice of the parking prohibitions herein at appropriate locations on any streets within the City, including at the entrances and exits to the City. Such signs shall give notice that vehicles violating this section may be cited/and or towed at the owner's expense.
E. In the event a recreational vehicle is stopped, parked, or left standing upon a street in violation of this Section, any member of the Police Department authorized by the Chief of Police may remove the vehicle from the street or highway in the manner and subject to the requirements of California Vehicle Code section 22650 et seq.
F. Notwithstanding the provisions of this section, recreational vehicles are subject to all other parking restrictions and regulations of the California Vehicle Code and this Code.

Sec. 20.102. - PARKING IN AREA ADJACENT TO SOUTHERN PACIFIC STATION—NO PARKING ZONE;…¶
A no-parking zone is hereby created in the area along the northeasterly curb of the thoroughfare leading from the Southern Pacific Passenger Station to James Avenue, which zone is described as follows:
Beginning at a point at the easterly end of the curb at the northeasterly corner of the Southern Pacific Passenger Station, thence approximately one hundred feet (100′) more or less in a southerly direction along the curb to the southerly edge of a driveway leading to the Southern Pacific baggage room.
The curb shall be painted red in accordance with the provisions of section 21458 of the Vehicle Code of the State.

Sec. 20.103. - PARKING IN AREA ADJACENT TO SOUTHERN PACIFIC STATION—FIFTEEN-MINUTE…¶
A fifteen-minute parking zone is hereby created in the area along the northeasterly curb of the thoroughfare leading from the Southern Pacific Passenger Station to James Avenue, which zone is described as follows:
Commencing at a point on the southerly edge of the driveway leading to the Southern Pacific baggage room and extending approximately fifty feet (50′) in a southerly direction on the easterly curb of the thoroughfare adjacent to the Southern Pacific Station at the end of James Avenue.
The curb shall be painted green in accordance with the provisions of section 21458 of the Vehicle Code of the State.

Sec. 20.104. - RESTRICTED—USE PARKING ZONE CREATED ON PORTION OF WINSLOW STREET:¶
A. A restricted-use parking zone, for the use hereinafter described, is hereby created in the area along the easterly curb of Winslow Street from the southerly edge of a driveway leading to a loading area of the Hall of Justice and Records southerly to a point one hundred five feet (105′) from said southerly edge of said driveway.
Said zone shall be and remain in effect so long as the City is compensated, in advance, for the use of said zone in an amount equal to the maximum amount that would be collected by five (5) parking meters during their hours of operation pursuant to the schedule set forth in Section 20.132.21 of this Code.
The use of said zone shall be limited to the parking of vehicles owned by governmental agencies and used for law enforcement activities.
B. When the zone established in subsection A hereof is appropriately marked in accordance with Section 20.105 hereof, no person shall stop, stand, or park any vehicle, other than the vehicles authorized in subsection A of this Section, at any time within any portion of the zone established in said subsection A.

Sec. 20.104.5. - MAINTENANCE OF SIGNS RELATIVE TO SECTIONS 20.102—20.104:¶
The City Manager is hereby directed to provide and maintain such official signs on the thoroughfares and streets mentioned in Sections 20.102, 20.103, and 20.104, as will properly indicate the traffic regulations contained in Sections 20.102, 20.103, and 20.104.
