Sec. 18.55. - GENERAL PLAN—RECOMMENDED BY PLANNING COMMISSION; ADOPTED BY CITY COUNCIL:

The Planning Commission shall recommend and the City Council shall adopt a comprehensive long-term general plan for the physical development of the City, and of any land outside its boundaries which bears relation to its planning. The plan shall be referred to as the general plan and may include supporting maps, diagrams, charts, descriptive material and reports.

Sec. 18.56. - GENERAL PLAN—ADOPTION IN WHOLE OR IN PART; APPLICABILITY TO ALL OR PART…

The general plan may be so prepared that all or individual elements of it may be adopted, and so that it may be adopted for all or part of the territory of the City and such other territory outside its boundaries, as bears a relationship to the City's planning.

Sec. 18.57. - GENERAL PLAN—REQUIRED ELEMENTS:

The general plan shall consist of a map and a statement describing it and a statement covering objectives, principles, and standards used to develop it, and shall include the following elements:

A. A land use element which designates the proposed general distribution and general location and extent of the uses of the land for housing, business, industry, and other categories of public and private uses of land. The land use element shall include a statement of the standards of population density recommended for the various districts and other territorial units, and estimates of future population growth, in the territory covered by the plan.

B. A circulation element consisting of the general location and extent of existing and proposed major thoroughfares, transportation routes, and other facilities for the circulation of people and goods, all correlated with the land use element of the plan.

C. A public facilities element designating the general location of public lands and buildings, civic centers, educational and recreational facilities and lands, and major utility facilities as proposed to service the anticipated population.

Sec. 18.58. - GENERAL PLAN—ADDITIONAL ELEMENTS:

The general plan may also include the following elements or any part or phase thereof:

A. A recreation element showing a comprehensive system of areas and public sites for recreation, including the following and, when practicable, their locations and proposed development:

  1. Natural reservations.

  2. Parks and playgrounds.

  3. Parkways and recreational waterways.

  4. Beaches and marinas.

  5. Public open spaces.

  6. Other recreation areas or facilities.

B. A transportation element showing a comprehensive transportation system, including locations of rights of way, terminals, viaducts, and grade separations. This element of the plan may also include port, waterways, harbors, airports, and related facilities.

C. A transit element showing a proposed system of transit lines, including rapid transit, bus lines, and related facilities.

D. A public services and facilities element showing general plans for sewerage, refuse disposal, drainage, and local utilities, and rights of way, easements, and facilities for them.

E. A redevelopment element consisting of plans and programs for the elimination of slums and blighted areas and for community redevelopment, including housing sites, business and industrial sites, public building sites, and for other purposes authorized by law.

F. Such additional elements dealing with other subjects which in the judgment of the City Council relate to the physical development of the City.
