Sec. 11.66. - AUTHORITY TO ORDER CONVERSION; DECLARATION OF POLICY:¶
When in the opinion of the City Council the public interest and necessity requires the conversion of existing overhead electrical or communication facilities and appurtenances to underground locations, it is hereby authorized and empowered to order and cause the work of such conversion to be accomplished within any public street, easement, right-of-way or other public place, by means of special assessment proceedings, either alone or in conjunction with the accomplishment of other public works. The City Council hereby finds and determines that such conversion is a municipal affair and constitutes a work of improvement to such public streets, easements, rights of way or other public places.

Sec. 11.67. - APPLICATION OF GENERAL LAW, CITY ORDINANCE TO PROCEEDINGS FOR CONVERSION,…¶
Proceedings for the accomplishment of such conversion and the assessment of costs thereof upon the properties benefited thereby may be undertaken by the Council pursuant to any general law or City ordinance assessment procedure, or a combination of such procedures, pursuant to which the Council is otherwise authorized or empowered to order and accomplish other works of improvement to or within the public streets, easements, rights-of-way or other public places.

Sec. 11.68. - EFFECT OF COMPLIANCE WITH ARTICLE II OF CHAPTER 18, ADOPTION OF…¶
Upon compliance with the provisions of Article II, Chapter 18 of this Code and adoption of the resolution of preliminary determination and the resolution of intention referred to therein, the City Council shall have jurisdiction to proceed with the work of conversion without petition, and in such case no general law or local ordinance requiring or providing for initiation of such proceedings by petition shall be applicable to such proceedings.
