Sec. 11.1. - ADMINISTRATION AND ENFORCEMENT OF CHAPTER PROVISIONS:

The provisions of this Chapter shall be administered and enforced by the City Manager and his authorized representatives, except where expressly provided otherwise. All other officers and employees of the City shall assist and cooperate in the administration and enforcement of this Chapter.
