Sec. 18.150. - SEVERABILITY:¶
It is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this Article are severable; and if any phrase, clause, sentence, paragraph or section of this Article shall be declared unconstitutional or otherwise invalid by the valid judgment or decree of a court of competent jurisdiction, such unconstitutionality or invalidity shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this Article.

Sec. 18.151. - EFFECTIVE DATE:¶
This Article shall take effect and be in force thirty (30) days after its final adoption; and before such final adoption, it shall be published as required by the Charter.
