Sec. 8.9. - REQUIRED:¶
It shall be unlawful for any person to operate or use a bicycle upon any of the streets, alleys or public highways of the City without first obtaining from the Fire Department a license therefor. If a person shall operate or use a bicycle in the aforementioned manner, without obtaining a bicycle license, such act shall be punishable by a fine of five dollars ($5.00).

Sec. 8.10. - FIRE DEPARTMENT AUTHORIZED TO ISSUE; PURPOSES FOR WHICH ISSUED:¶
The Fire Department is hereby authorized and directed to issue and affix bicycle licenses upon application therefor and to complete a corresponding identifying registration form. A license, when issued, shall entitle the licensee to operate the bicycle for which the license has been issued for the term thereof upon all the streets, alleys and public highways, exclusive of sidewalks, in the City.

Sec. 8.11. - ISSUANCE OF LICENSE INDICIA AND REGISTRATION FORMS; ATTACHMENT OF INDICIA;…¶
A. The City shall issue bicycle license indicia and registration forms provided by the California Department of Motor Vehicles for all bicycles as defined by this Chapter operated or used within the City. It shall be the duty of the Fire Department to attach such indicia to each such bicycle, and to issue a corresponding registration form to the licensee upon the payment of the license fee provided for in Section 8.14.
B. It shall be the duty of the Fire Chief and his authorized representatives to administer the provisions of this Chapter. In furtherance of such authority, the Fire Chief shall provide a procedure for bicycle dealers, who desire to issue bicycle licenses pursuant to the provisions of this Chapter, to issue such bicycle licenses and to be compensated therefor. A bicycle dealer, duly authorized to issue bicycle licenses, shall receive fifty percent (50%) of the bicycle license fees collected for such issuance.
C. All registration forms shall be filed with the Police Department.

Sec. 8.12. - UNLAWFUL TO REMOVE, ETC., FRAME NUMBER OF LICENSED BICYCLE; EXCEPTION:¶
It shall be unlawful for any person to wilfully or maliciously remove, destroy, mutilate or alter the number of any bicycle frame license pursuant to this Article; provided, however, that nothing in this Section shall prohibit the Police Department from stamping numbers on frames of bicycles on which no serial number can be found, or on which the number is illegible or insufficient for identification purposes.

Sec. 8.13. - UNLAWFUL TO REMOVE, ETC., BICYCLE LICENSE INDICIA:¶
It shall be unlawful for any person to remove, destroy, mutilate or alter any bicycle license indicia issued for the operation of the bicycle during the time for which such license indicia is operative.

Sec. 8.14. - FEES; TERM OF LICENSE:¶
The license fee herein prescribed shall be payable in advance of issuance of the license to which it pertains. The amount of the fee and the term of licenses issued shall be in accordance with the following schedule:
A. All licenses, which are issued on or after April 7, 1976, shall expire on December 31, 1978. Licenses issued subsequent to December 31, 1978, shall expire on December 31 of the second year following the year during which such license was issued. License fee shall be at the rate of one dollar ($1.00) per year, provided, however, that the fee for licenses issued on or after July 1 of any year shall be fifty cents ($0.50) for the year of issuance plus a fee of one dollar ($1.00) per year for each remaining year of the term thereof.
B. Licenses, which were issued prior to April 7, 1976, shall expire on December 31, 1978. Persons issued such licenses shall, upon such expiration, obtain a license in accordance with the provisions of this Chapter for use of a bicycle for which such prior issued license has expired.
