§ 3-7.1101. Curb parking: Exceptions.¶
No person shall stand or park a vehicle in a roadway other than parallel with the edge of a roadway headed in the direction of traffic and with the righthand wheels of the vehicle within eighteen (18″) inches of the curb line or edge of the roadway, except as follows:
(a) Upon those streets which have been designated by the Council for angle parking, upon which streets vehicles shall be parked at the angle to the curb indicated by such marks or signs; or
(b) Upon those streets where parking on the left side of the roadway or otherwise is specifically provided in this chapter.

§ 3-7.1102. Angle parking: Exceptions.¶
The Council is hereby authorized to determine and designate those streets and portions of streets along which the angle parking of vehicles will reduce parking congestion to the benefit of the public and where the surrounding conditions are such that the free movement of traffic will not be interfered with by that method of parking. The City Manager is hereby directed to mark all places so designated by white lines upon the surface of the roadway indicating the angle at which parking is permitted; provided, however, that angle parking shall not be permitted:
(a) At any place where passing traffic would thereby be caused or required to drive upon the left side of the high-way; or
(b) Upon any street where that method of parking is prohibited by the Vehicle Code of the State.

§ 3-7.1103. Parking on left side of street.¶
No person shall stop, stand or park any vehicle upon the left side of any roadway, except as provided in this section. Subject to parking time limits and other provisions of this section not inconsistent herewith, vehicles may be parked headed in the direction of traffic with the two left wheels thereof within eighteen (18 ) inches of the curb line on the following roadways:
(a) El Paseo throughout its entire length in the City, except those places where angle parking is indicated.
