§ 8-13.01. Solid waste account established.¶
There shall be in the treasury of the City a separate fund designated as the solid waste account.

§ 8-13.02. Deposits.¶
There shall be deposited in said account all fees, charges and other revenue charged against the owners or other responsible parties of real property in the City for the collection of refuse, recycling materials, and hazardous materials and administration of the solid waste program.

§ 8-13.03. Expenditure of funds.¶
Monies in the solid waste account shall be used only to pay the cost of salary, fringe benefits, equipment, services, overhead and other recurring and nonrecurring costs of the solid waste program incurred in the collection of refuse, recycling, and hazardous material and administration of the program. Any balance remaining in the solid waste account may be used at any time for any lawful purpose upon a four-fifths vote of the City Council.
