§ 3-7.101. Definitions.

For the purposes of this chapter, certain words and phrases used in this chapter are defined as follows:

(a) Whenever any words or phrases used in this chapter are not defined in this section but are defined in the Vehicle Code of the State, such definitions are hereby incorporated in this chapter and shall be deemed to apply to such words and phrases as though set forth in full in this chapter.

"Alley"

means a highway having a roadway not exceeding 25 feet in width which is primarily used for access to rear or side entrances of abutting property.

"California maintenance manual"

means that book of traffic engineering standards and instructions formulated and published by the Division of Highways of the Department of Public Works of the State, entitled "Manual of Instruction" and is hereby approved with the adoption of this chapter, together with such amendment and additions thereto as may be hereafter approved by the Council by resolution for use for the purposes of this chapter. Three copies of this manual, together with all amendments and additions so approved, shall be kept available to the public in the office of the City Clerk.

"Central traffic district"

means all streets and portions of streets described as follows: That certain district which lies between the northerly line of Beryl Street on the north; the southerly line of Ruby Street on the south; the westerly lines of those thoroughfares commonly designated as El Paseo and Hermosa Avenue on the west; and the westerly line of Pacific Coast Highway.

"Commercial vehicles"

means any vehicle which has displayed thereon a commercial license plate issued therefor by the Department of Motor Vehicles of this or any other state.

"Install" and "authority to install"

includes authority to "cause to be installed."

"Loading zone"

means that space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

"Official traffic control devices"

means all signs, signals, markings and devices not inconsistent with this chapter, placed or erected by authority of a public body or official having jurisdiction, for the purpose of regulating, warning or guiding traffic.

"Official traffic signals"

means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and to proceed, and which is erected by authority of a public body or official having jurisdiction.

"Park"

means to stand, or to leave standing, any vehicle, whether occupied or not, otherwise than temporarily for the purpose of, and while actually engaged in, the loading or unloading of passengers or materials. "Temporarily" means not in excess of the time expressly allowed for such purposes in this chapter.

"Parkway"

means that portion of a street other than a roadway or a sidewalk.

"Passenger loading zone"

means that space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

"Pedestrian"

means any person afoot.

"Police officer"

means every officer of the Police Department of the City.

"Stop,"

when required, means complete cessation of movement.

"Stop or stand,"

when prohibited, means any stopping of a vehicle except when necessary to avoid conflict with any other traffic or in compliance with the direction of a police officer or official traffic control device.

"Traffic"

means pedestrians and vehicles either singly or together, while using any street for the purpose of travel.

"Yield"

means that the driver of any vehicle upon approaching any yield right-of-way sign at the entrance to a highway or intersection shall slow down and stop, if necessary, and shall yield the right-of-way to other vehicles which have entered the intersection from an intersecting street or which are approaching so closely on the intersection street as to constitute an immediate hazard. The driver, having so yielded, may then proceed at such time as a safe interval occurs, and the drivers of all other vehicles approaching the intersection on the intersecting roadway shall yield the rightof-way to the vehicle so about to enter or cross the roadway.
