2.36.010 - Established—Location of offices.¶
A police department for the city is established. The department shall maintain its central office in the city hall or at such other location as may be designated by the city council.

2.36.020 - Records required.¶
There shall be kept in the police department a "book of arrests," a "prisoners' property book," and a "stolen or embezzled property book."
A. There shall be entered in the "book of arrests" the full name with alias, if any, of every person arrested and charged with a public offense, the nature of the offense charged, the time and place of the arrest, the name of arresting officer, and if the arrest was under a warrant, a recital of that fact and of the title of the court issuing it.
B. There shall be entered in the "prisoners' property book" in detail a description of all money or other property of value which may have been taken from any prisoner at the time of his arrest.
C. There shall be entered in the "stolen or embezzled property book" the description of any article alleged to be stolen or embezzled and brought into the police office or taken from the person of a prisoner. Each such article shall be numbered and the number thereof entered in the book.

2.36.030 - Officers not to become surety.¶
No police officer shall become surety on any bail or other bond for the appearance of any prisoner, or deposit money or other property for his appearance.

2.36.040 - Contract with county.¶
Whenever the city contracts with the county for the performance by the county of any police functions of the city, then and in that event, the police department of the city and the officers therein shall be relieved of such duties specified in this chapter as are assumed by the county by reason of the contract.

2.36.050 - Chief—Appointment.¶
The chief of police shall be appointed by the city manager, subject to the approval of the city council.

2.36.060 - Appointment and promotion standards.¶
Pursuant to the provisions of Part 4, Title 4, Chapter 1, of the California Penal Code, the city will adhere to the standards for recruitment and training established by the California Commission on Peace Officer Standards and Training as they apply to city police officers and public safety dispatchers. The chief of police and the city manager shall follow the standards in the appointment and promotion of all cov-ered personnel. Pursuant to California Penal Code Section 13512, the commission and its representatives may make such inquiries as deemed appropriate by the commission to ascertain that the city police department covered personnel adhere to standards for selection and training established by the Commission on Peace Officer Standards and Training.

2.36.070 - Officers—Conduct on duty.¶
No peace officer while on duty shall visit any drinking saloon, house of ill fame, ball, theater, or other place of business or amusement except in the discharge of his duties. No officer while on duty shall take or drink any intoxicating liquor at any bar or public place.

2.36.080 - Officers—Gifts.¶
No officer shall accept or retain any present or reward for any services rendered, or to be rendered, unless before receiving the present or reward a written application therefor, signed by the donee and endorsed "approved" by the city manager is filed with the city clerk.

2.36.090 - Sergeant of police.¶
One sergeant of police shall be on duty at the police office at all times that the chief of police is absent therefrom, and during his absence shall be deemed the superior officer of the department. As such, he shall receive the property, receipts and reports which are transmitted to him by officers of the police department, as required in this chapter; and shall lock up in the city jail all persons arrested by an officer of the police department and charged with a public offense. The chief of police may by order or regulation prescribe additional duties for the sergeants of police.

2.36.100 - Special officers.¶
Special officers, in the number that may appear necessary, may be appointed by the chief of police, subject to the approval of the city manager when special police are deemed necessary to the preservation of the public order. The term of office of special officers shall be determined by the chief of police.

2.36.110 - Officers—Duties.¶
Any officer of the police department shall have the following powers and duties:
A. He shall perform all duties lawfully assigned to him by the chief of police;
B. He shall have the same general powers within the city that are now or may hereafter be conferred upon him as a peace officer by the laws of the state;
C. Upon making any arrest, upon a charge of a public offense or for violation of a city ordinance, he shall take possession of all the money or other property of value the person arrested may have upon his person and shall forthwith deliver it to the chief of police or to the sergeant on duty at the police office. He shall, at the same time, prepare duplicate receipts for the money or other property taken specifying particularly the amount of money or kind of property. One of the receipts shall be forthwith delivered to the person arrested and the other filed with the chief of police or sergeant on duty at the police station;
D. He shall keep a true and correct account of all business done by him in his official capacity, and shall make a full, true and correct report thereof to the chief of police or sergeant on duty at the police office at least once each day;
E. He shall be ex officio health inspector. He shall aid and assist the health inspector, or any member of the board of health, in the discharge of his duties. When he observes any property or place to be in a dangerous condition or offensive to public health, he shall immediately make a report thereon to the health inspector. He shall serve as the ex officio health inspector without additional compensation.

2.36.120 - Response to fire alarms.¶
It is the duty of the police department to respond immediately to all fire alarms under the direction of the chief of police or other officer in charge, to direct and control traffic and aid in the protection of life and property.

2.36.130 - Unclaimed property—Defined.¶
For the purpose of Sections 2.36.130 and 2.36.140, the term "unclaimed property" means any and all personal property which has come into the possession of the police department for which no claim or demand has been made and for which no owner has been found.

2.36.140 - Disposition of unclaimed property.¶
After unclaimed property, as defined in Section 2.36.130, has remained in the possession of the police department for a period of at least three months, responsibility for the handling and disposition of the property shall be transferred to the city purchasing department. Upon such transfer the property shall not be redeemable by the owner or other person entitled to possession. If the purchasing department determines that any such property transferred to it is needed for a public use, such property may be retained by the city and need not be sold. Such property which is not retained for a public use shall be sold in the same manner as surplus property, in accordance with the procedures for sale of surplus property set forth in Chapter 4.20 of this Code.
