2.24.010 - Office established.

There is established and created in the city the office of finance director.

2.24.020 - Appointment and removal.

The finance director shall be appointed by the city manager, subject to the approval of the city council, and shall be subject to removal and dismissal in the same manner provided in this title for other appointive officers.

2.24.030 - Duties generally.

A. The finance director shall assume, and be responsible for, those duties enumerated in Sections 40802 through 40805 of the Government Code.

B. The finance director shall perform such other duties as may be prescribed from time to time by the city manager.

2.24.040 - Receiving records.

The finance director shall receive in his office all accounts, books, vouchers, documents and papers relating to accounts and contracts of the city, its disbursements, revenues and other financial affairs.

2.24.050 - Account of receipts and expenditures.

The finance director shall keep an account of all moneys paid into and out of the treasury, and shall draw all warrant vouchers on the treasury, secure the proper and necessary signatures thereon in the manner provided by law and this Code necessary for the payment of money out of the treasury.

2.24.060 - Record of expenditures authorized by council.

The finance director shall be responsible for receiving from the city clerk data pertaining to all ordinances, resolutions and orders of the city council making appropriations or authorizing expenditures of money for any purpose.

2.24.070 - Endorsement of sufficient funds.

All orders for the purchase of goods, materials or supplies, and all orders or contracts proposed to be entered into by the city by virtue of which any money shall or may become payable by the city, except contracts the expense of which is to be paid by special assessments upon properties benefitted or affected thereby, shall, before becoming effective, on behalf of the city, be presented to the finance director, and have endorsed thereon his certificate that there remains unexpended and unapplied in the city treasury as provided by this Code, a balance of the appropriation or fund applicable thereto sufficient to pay the estimated expense to be incurred during the then current fiscal year under the order or contract as estimated by the board or officer making the order or contract, or that adequate provision therefor has been made in the tax levy, or by other revenues to be received by the city as estimated in the budgets. It is the duty of the finance director to make such endorsements upon every contract or order so presented to him if there remains unexpended and unapplied the estimated amount in any appropriation fund or tax levy, or other estimated revenue applicable thereto, and thereafter he shall hold and retain the amount to pay the expenses to be incurred under the order or contract until it is fully performed and expenses paid.

2.24.080 - Signature of checks and warrants.

The finance director shall sign all checks and warrants drawn on the city, except that the city council may, by minute order, designate another city employee to sign the checks and warrants in the place of the finance director during the absence or incapacity of the finance director.
