2.28.010 - Appointment.¶
The city engineer shall be a civil engineer and shall be appointed by the city manager, and shall hold office during the pleasure of the city manager at such salary as may be established by action of the city council.

2.28.020 - Duties generally.¶
The city engineer shall make all surveys, plats, maps, charts, diagrams, plans and specifications required by law or by ordinance, or by order of the city council. He shall make accurate surveys of all streets proposed to be opened; shall establish the corners of all streets intersecting them; and shall survey, estimate and measure all work done or to be done for the city in grading and paving streets and sidewalks. The city engineer shall furnish, upon application of property owners, property lines and grades necessary for the construction of sidewalks, gutters, curbs and retaining walls; and upon application of the city council, or of any street contractor for public work, shall also furnish the lines, grades and measurements for any street or sewer or other public work. He shall, when ordered by the city council, place monuments at initial points for the purpose of measurements of grades. He shall examine all public work done by contract, supervise it and see that it is done according to plans and specifications therefor, and report to the city council when it has been completed to his satisfaction; and shall report to the city council any defective work performed by contractors for the city. The city engineer shall do such other engineering work and perform such other duties as may be required by the city manager or by law or as shall appertain to his office or be required elsewhere in this Code.

2.28.030 - Surveys and maps.¶
All maps of surveys shall be made in a good draftsmanlike manner on one or more sheets of a permanent material. The maps shall be either an original plat or a copy thereof and must contain all the data necessary to enable any competent practical surveyor to retrace the survey. The record of the survey must show all permanent monuments set, describing their size, kind and location, with reference to the corners which they are intended to perpetuate, and the basis of bearing, the scale of the map and date of the survey. A copy of the map and record shall be filed in the office of the city clerk within sixty days after the survey has been completed, and the city clerk shall keep all maps of surveys bound in a book, which shall be a public record of the city.

2.28.040 - Recordkeeping.¶
All records of, and all calculations pertaining to, street or other work, with all maps, plans, profiles, charts, diagrams and specifications in which the city can in any manner be interested, shall be and remain the property of the city, and shall be kept in the city engineer's office, open for public inspection during office hours. All such maps, plans, profiles, charts, diagrams, specifications and records of survey shall be carefully preserved by the city engineer, and transmitted by him to his successor in office.

2.28.050 - Inspection of public structures.¶
It is the duty of the city engineer to inspect all structures on public streets, rights-of-way or any other publicly owned property, and to provide necessary regulations and issue all permits pertaining to them.

2.28.060 - Approval of plans, specifications and designs.¶
A. In accordance with Government Code Section 830.6, as it may be amended from time to time, the city council hereby delegates authority to the city engineer, or designee, to approve plans, specifications, and designs and all amendments and addenda thereto. This authority includes, but is not limited to, the adoption of field changes through the change order process, and/or approval of as-built plans for all public works contracts and improvements, however, established.
B. The city engineer is not required to affix a signature, stamp or other indication of approval in order to exercise the discretion vested herein. The adoption of any plan, specification or design, as set forth in subdivision (A), whether individually tailored to a specific improvement or as a standard form to be applied generally, shall itself evidence the city engineer's exercise of discretion.
