16.12.010 - Streets.¶
All streets and highways within the subdivision shall be graded, have rock base, and be paved or surfaced to widths and grades as provided in this title and in accordance with the approved improvement plan submitted by the subdivider. The subdivider shall make application with the city manager, or the city engineer if there is no city manager, for an encroachment permit to do work within the rights-of-way of existing city streets, and shall, under the terms of said permit, improve the extension of all subdivision streets, highways, or public ways to the intercepting paving of any city streets. If the lots thereof front on a road or street, whether or not accepted for maintenance by the city, the city council may require such road or street, or a part thereof, to be improved according to the standard required by this title.

16.12.020 - Structures.¶
Structures required by this title shall be installed in accordance with the approved improvement plan.

16.12.030 - Curbs and gutters.¶
Concrete curbs and gutters will be required along all streets and highways.

16.12.040 - Sidewalks.¶
Paved sidewalks shall be constructed where required by Section 16.08.060.

16.12.050 - Retaining walls.¶
Retaining walls may be required whenever topographic conditions warrant or where necessary to retain fill or cut slopes within the rights-of-way or slope easements.

16.12.060 - Water supply.¶
Provisions shall be made for such domestic water supply as may be necessary to protect public health by connection to a public utility. A letter from the public utility shall be submitted showing its ability to serve the proposed subdivision, and evidence indicating that a satisfactory agreement has been entered into for the installation of such service. Fire hydrants will be required, spaced not more than six hundred feet apart. Water connection for each lot will be required as well as for each fire hydrant through water lines of such magnitude and pressure as the city council will require.

16.12.070 - Sewage disposal.¶
Provisions shall be made for sewer mains and a lateral sewer connection for each habitable lot in the subdivision, which shall be designed and constructed in accordance with city standards. No septic tanks will be approved.

16.12.080 - Railroad crossings.¶
Provision shall be made for any and all railroad crossings if any, necessary to provide access to or circulations within the proposed subdivision, subject to approval by the Public Utilities Commission of the state.

16.12.090 - Trees, shrubs and groundcover.¶
Where there are insufficient natural trees, the planning commission may require the location and planting of street trees of approved types spaced no closer than sixty feet to each other. The planning commission may require shrubs and/or groundcover to protect and beautify cuts and fills.

16.12.100 - Fill.¶
Provision shall be made for filling lands as required by Section 16.08.140 in accordance with the approved improvement plan.

16.12.110 - Underground facilities.¶
All underground utilities, sanitary sewers and storm drains installed in streets, service roads, alleys, or highways shall be constructed prior to the surfacing of such streets, service roads, alleys, or highways. Service connections for all underground facilities, including sanitary sewers and water lines, shall be extended so as to eliminate the necessity for disturbing the street or alley improvements when service connections are made thereto.

16.12.120 - Drainage and flood control.¶
Provision shall be made for drainage and flood control in accordance with the approved improvement plan.

16.12.130 - Street name signs.¶
Street signs shall be placed at all street intersections and shall be in accordance with specifications on file with the city engineer.
