7222 - Containers—Availability on premises.¶
To protect public health, safety, and well-being and to control the spread of vectors, it is the duty of every person required under Section 7215 of this Chapter to arrange for solid waste collection (or to obtain a self-haul permit) to keep in a suitable place readily accessible to the collector, one (1) or more containers of adequate size and quantity, capable of holding without spilling all solid waste accumulated on the premises between the time of two (2) successive collections.

7223 - Use of containers.¶
(a) To protect public health, safety, and well-being and to control the spread of vectors, every person required under Section 7215 of this Chapter to arrange for solid waste collection and removal (or to obtain a self-haul permit) shall deposit or cause to be deposited in containers or bins approved by the collector all solid waste generated or accumulated on the premises.
(b) To protect public health, safety, and well-being and to control the spread of vectors, no person shall place for collection any residential solid waste in a container not in conformance with the standard residential solid waste container or bin designated by the collector.
(c) No commercial solid waste, industrial solid waste, institutional solid waste, medical waste as defined in the Health & Safety Code, hazardous waste, automobile parts weighing more than thirty (30) pounds, tree stumps, construction debris nor any asbestos-containing materials may be placed in any standard residential solid waste container, nor shall any hazardous waste be placed in any commercial bin.
(d) In the event a container provided by a collector is damaged by a service recipient, and replacement is required, the collector may charge a replacement fee, in an amount to be set by the City Council, by resolution.
(e) To protect public health, safety, and well-being and to control the spread of vectors, every person required under Section 7215 of this Chapter to arrange for solid waste collection (or to obtain a self-haul permit) shall cause all containers on the premises of which the person is in charge to be maintained in a clean condition.
