7224 - Frequency, time of removal.

(a) To protect public health, safety, and well-being and to control the spread of vectors, persons in charge of the day-to-day operation of premises other than commercial premises where food is prepared, shall make arrangements to have all solid waste removed from the premises not less frequently than once a week. This requirement shall not apply to on-site composting of green waste.

(b) To protect public health, safety, and well-being and to control the spread of vectors, every person in charge of commercial premises where food is prepared shall cause all waste food refuse to be removed from the premises not less frequently than once per week, and more often if necessary to protect public health, safety and well-being from the spread of vectors and the release of odors.

(c) Subject to the requirements for minimum removals per week, set forth above, persons in charge of the day-to-day operation of premises may specify the frequency of collection and removal of solid waste created, produced, or brought upon the premises of commercial or multi-family residential premises, and the size and number of bins required.

(d) In order to protect residents' quiet enjoyment of their residential premises, collection from residential premises, single-family and multifamily, shall not be made between the hours of 5:00 p.m. and 7:00 a.m. of any day. Collection of solid waste from commercial premises shall not be made between the hours of 6:00 p.m. and 6:00 a.m. Subject to the foregoing requirements, collections shall be made by arrangement between the person in charge of day-to-day operation of the premises and the collector.

(e) Collectors shall design their routes and times for collection in a manner which minimizes air pollution, traffic, noise, wear and tear on public and private streets, and other problems having the potential to adversely affect public health, safety, or the environment.

7225 - Placement for collection.

During the hours for collection, each person required under Section 7215 of this Chapter to arrange for solid waste collection (except those persons who have been issued a current self-haul permit) shall place, or cause to be placed for collection standard residential solid waste containers at the location designated by the collector and such containers shall be accessible for mechanized pick-up. Commercial bins shall be made accessible to the collector.

(a) To minimize interference with public rights-of-way, no person shall place a container adjacent to a street or public right-of-way for collection service prior to 6:00 p.m. on the day prior to the regularly scheduled collection day.

(b) To minimize interference with public rights-of-way, containers shall be removed from the street or right-of-way location not later than 6:00 a.m., on the day after the regularly scheduled collection day.

(c) To minimize interference with public rights-of-way, tree trimmings and brush shall be cut into pieces not to exceed two (2) feet in length and six (6) inches in diameter, before being placed for collection as green waste.

(d) To minimize interference with public rights-of-way, bulky goods shall be placed for collection only pursuant to arrangement between the service recipient and the collector.

(e) To minimize interference with the automated collection trucks, no person shall place a container in public rights-of-way closer than four (4) feet from any object.
