7231 - Ownership and diversion of recyclable solid waste.

Upon placement of recyclable materials or recyclable solid waste at a designated recycling collection location or placement of a container for collection of recyclable solid waste by a collector, the recyclable solid wastes become the property of the collector, by operation of state law. Persons providing bins for the temporary accumulation of construction and demolition waste in the City shall implement measures to divert construction and demolition waste from landfilling and to recycle or reuse construction and demolition waste to the maximum extent practicable.

7232 - Recyclable material.

Nothing in this Chapter shall limit the right of any person, organization, or other entity to donate or sell any recyclable material owned by that person, organization or other entity, provided that any disposal of recyclable material into the solid waste stream shall cause the recyclable material to lose its status as recyclable material, and shall convert it into recyclable solid waste, subject to the provisions of this Chapter.
