2201 - Creation and purpose of classified service system.¶
The purpose of the Classified Service System, hereby created, is to: (1) establish an equitable and uniform procedure for attracting to the City the best and most competent employees available; (2) assure that appointments and promotions of employees in the Classified Service will be based on merit and fitness as determined by competitive tests; (3) provide a reasonable degree of security for employees in the said Classified Service and (4) ensure to the City a staff of loyal, qualified and competent employees.
2202 - Application of system.¶
All officers and employees of the City shall be deemed, for all purposes, to be included within the classified service, except the following:
(a) Elective officers;
(b) Members of Commissions or Committees;
(c) Part-time employees;
(d) Temporary employees;
(e) City Manager;
(f) City Attorney;
(g) Members of the Executive Management Group.
Any new full-time permanent position created shall be deemed included in the said Classified Service, unless, at the time of its creation, the Council expressly excludes the same from the classified service.

2203 - Adoption of rules.¶
Personnel Rules, as recommended by the City Manager, subject to the provisions of this Chapter, shall be submitted for approval to the Council (hereafter "rules"). Said Rules shall establish specific procedures and regulations governing personnel matters. Said Rules may be amended from time to time, as may be required.
2204 - Contract for services.¶
The Council may contract for any performance of any function relating to the administration of personnel affairs.
2205 - Officers and employees not included in the classified service.¶
Those persons holding an office or position as an employee of the City, which office or position is not included in the Classified Service, shall serve at the pleasure of the person or body having the power to make appointments to such office or position. The other terms and conditions of employment in such office or position, shall be set by the appointing authority.
