2001 - Meetings.

(a) Regular Meetings. The Council shall hold regular meetings on the first and third Monday of every month at the time of 5:30 p.m., at the Civic Center of the City, located at 250 North Ventura Road, Port Hueneme, Ventura County, California, or in such other place to which said meeting may be recessed or adjourned. If by reason of some emergency, it shall be unsafe to meet in the Civic Center, the meetings may be held for the duration of the emergency at such other place as is designated by the Mayor, or, if the Mayor should fail to act, by a majority of the City Council. Should the date of a regular meeting fall upon a holiday when City Hall offices are closed, then the regular meeting will be scheduled for the next succeeding business day.

(b) Adjourned Meetings. All regular, adjourned regular and special, and adjourned special Council meetings shall be automatically adjourned at or before 12:00 a.m. (midnight) of the day of the meeting. However, the Council may complete any item under discussion if the discussion on said item commenced prior to 12:00 a.m. (midnight). Upon adjournment, the remainder of all agenda items shall be continued to the next following regular meeting, unless otherwise directed by the Council.

2003 - Meetings to be public—Exceptions.

All regular and special meetings of the Council shall be public; provided, however, the Council may hold Executive Sessions during a regular or special meeting, from which the public may be excluded, for the purposes permitted by state law. No member of the Council, employee of the City, or any other person present during an Executive Session of the Council shall disclose to any person the content or substance of any discussion which took place during said Executive Session unless the Council shall authorize the disclosure of such information by majority vote.

2004 - Disruption of meeting.

In the event that any meeting is willfully interrupted by a group or groups of persons so as to render the orderly conduct of such meeting unfeasible and order cannot be restored by removal of individuals who are willfully interrupting the meeting, the Council may order the meeting room cleared and continue in session.

2005 - Quorum.

Three members of the Council constitute a quorum for the purpose of doing business. Where a quorum is present at any meeting of the Council a majority of the Council members present is sufficient to take action on any item except where a greater vote is required by law.

2006 - Reading of minutes.

Unless the reading of the minutes of a Council meeting is ordered by a majority vote of the Council, such minutes may be approved as part of the consent agenda without reading if the City Clerk has previously furnished each Councilman with a copy.

2007 - Council organization.

(a) Presiding Officer. The Mayor shall be the Presiding Officer at all meetings of the Council. In the absence of the Mayor, the Mayor Pro Tempore shall preside. In the absence of both the Mayor and Mayor Pro Tempore, the City Clerk shall call the Council to order, whereupon a member of the Council shall be elected temporary Presiding Officer who shall serve until the arrival of the Mayor or Mayor Pro Tempore or until adjournment. Wherever in this Chapter the term "Mayor" is used, it shall mean and include the Mayor Pro Tempore and a temporary Presiding Officer.

(b) Council Reorganization. The Council shall reorganize and select one of its members as Mayor, and one of its members as Mayor Pro Tempore, on the following occasions:

(1) At the first meeting following each general municipal election; and

(2) At such other times as a majority of the Council shall so order.

2008 - Rules of procedure.

If necessary to expedite the transaction of the business of the Council in an orderly fashion, the Council may adopt further rules of procedure by resolution.

2009 - Failure to observe rules.

The rules set out in this Chapter and such further rules adopted pursuant to Section 2008 are intended to expedite the transaction of the business of the Council in an orderly fashion and are intended to be procedural only and the failure to strictly observe such rules shall not affect the jurisdiction of the Council or invalidate any action taken at a meeting that is otherwise held in conformity with law.

2010 - Councilmanic salaries.

Each Councilmember of the City of Port Hueneme shall receive a salary of seven hundred fifty-one dollars and thirty-eight cents ($751.38) per month to be paid each month that s/he is a Councilmember of the City. Any additional benefits to be provided to the City Council shall be set by resolution of the City Council.

2011 - Redevelopment agency—Creation.

The Council hereby finds and determines that there is a need for a Redevelopment Agency in the City of Port Hueneme and that there is hereby created and established, pursuant to the Constitution of the State of California and the Community Redevelopment Law of the State (Section 33000 et seq. of the Health and Safety Code of the State), a Redevelopment Agency in the City of Port Hueneme. The Redevelopment Agency shall be known as "The Port Hueneme Redevelopment Agency." The Members of said Redevelopment Agency shall be the Members of the Council whose functions, duties, powers and responsibilities shall be as set forth in the Community Redevelopment Law and other applicable laws.
