12.04.010 - Generally.¶
The following words and phrases when used in this title shall for the purpose of this title have the meanings respectively ascribed to them in this chapter.
Whenever any words or phrases used in this title are not defined herein, but are now defined in the vehicle code of this state, such definitions are incorporated herein and shall be deemed to apply to such words and phrases used herein as though set forth herein in full.

12.04.020 - Holidays.¶
Within the meaning of this chapter, holidays are the first day of January, the third Monday in January, the third Monday of February, the fourth Monday in May, the fourth day of July, the first Monday in September, the eleventh day of November, Thanksgiving Day and the day after, and the twenty-fifth day of December.

12.04.030 - Loading zone.¶
The space adjacent to a curb reserved for the exclusive use of vehicles during the loading and unloading of passengers or materials.

12.04.040 - Time standard.¶
Whenever certain hours are named herein they shall mean standard time or daylight saving time as may be in current use in this city.

12.04.050 - Official traffic control devices.¶
All signs, signals, markings and devices not inconsistent with this title placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic.

12.04.060 - Official traffic signals.¶
Any device, whether manually, electrically, or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction.

12.04.070 - Park.¶
To stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

12.04.080 - Parkway.¶
That portion of a street other than a roadway or a sidewalk.

12.04.090 - Passenger loading zone.¶
The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

12.04.100 - Pedestrian.¶
Any person afoot.

12.04.110 - Person.¶
Every natural person, firm, copartnership, association or corporation.

12.04.120 - Police officers.¶
Every officer of the police department of this city.

12.04.130 - Stop—Stop or stand.¶
A. STOP when required means complete cessation of movement.
B. STOP OR STAND. When prohibited means any stopping, or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

12.04.140 - Traffic.¶
Pedestrians, ridden or herded animals, vehicles and other conveyance either singly or together while using any street for purposes of travel.

12.04.150 - Vehicle.¶
A device by which any persons or property may be propelled, moved or drawn upon a public street, alley or highway excepting a device moved by human power or used exclusively upon stationary rails or tracks.
