2.305.010 - Created—Direction.

There is created, pursuant to the city Charter, a functional unit of city government known as the water and power department, under the general administration of the city manager, which shall be under the direction and control of the general manager, water and power.

2.305.020 - Department functions.

The department shall be responsible for providing the following functions:

  1. Plan, develop, operate and maintain the power utility of the city subject to the provisions of Article XIV of the Charter of the city as now or hereafter amended;

  2. Plan, develop, operate and maintain the water utility of the city subject to the provisions of Article XIV of the Charter of the city as now or hereafter amended;

  3. Perform such other related duties, not otherwise limited by the Charter, as shall be required by law, ordinance or the city manager.

2.305.030 - Books of account and business reports.

The books of account of the water utility and of the power utility shall be kept separately from the accounts of all other city departments and of each other. Such books of account and business reports shall be maintained in accordance with the provisions of Section 1402 of the Charter.

2.305.040 - Use of funds.

The funds derived from the water utility and the power utility shall be used only as provided for in Section 1405 of the Charter.
