2.255.010 - Short title.¶
Chapters 2.30 through 2.40 and 2.255 through 2.305 shall be known as the "Department Organization Ordinance."

2.255.020 - Appointments by city manager.¶
Agency and department heads and all assistants, deputies and employees of the same shall be appointed by and may be removed by the city manager.

2.255.030 - Subordinate officers and employees.¶
A. Assistants, deputies and other employees shall perform such duties as shall be assigned to them by the heads of their respective departments. Assistants and deputies shall have the power to perform any duty and exercise any power of the officer under whom such assistant or deputy serves in the name of such officer.
B. In case of a vacancy in any office or the inability to act or temporary absence of any officer, the assistant or deputy department head shall perform the duties and have the powers of the office until the termination of the vacancy or absence. If there are 2 assistants or deputies or if there is no assistant or deputy department head, then the person designated by the city manager or by the department head with the approval of the city manager, shall perform the duties and have the powers of the office until the vacancy is filled by appointment, or, as the case may be, until such inability to act or temporary absence of any officer is terminated.
C. The tenure of any appointive officer, assistant, deputy or employee shall not be affected by any change of personnel in the office or body under which he serves.

2.255.040 - Official bonds.¶
A. Pursuant to the provisions of Section 412 of the Charter, all officers and employees shall be covered by the city's honesty blanket bond.
B. The amounts of such bond coverage shall be determined by the council upon the recommendation of the city manager.

2.255.050 - Divisions of departments.¶
Any department head under the general administrative direction of the city manager may, with the city manager's approval, organize his department into divisions as necessary to carry out the functions of the department.

2.255.060 - Records required to be maintained.¶
Each department shall maintain such books, records, accounts, data and documents as required by law or as the department head deems necessary to the proper administration of his department and such records as shall be specifically required by the city manager. All such records shall be and remain the property of the city. No records shall be disposed of except in accordance with state law and pursuant to the records disposal policy of the city.

2.255.070 - Petty cash revolving funds.¶
There is established a revolving fund for the use of the departments of the city. The amount available to each department shall be determined by the director of finance with the approval of the city manager. The funds shall be expended only for services, transportation and materials; no expenditure therefrom by a department head shall exceed $100.00 except in case of emergency. The department head shall be responsible for all charges against said funds. The respective amounts authorized to each department pursuant to Resolution No. 7684 and amendments thereto, shall remain in effect until otherwise determined as hereinabove provided.

2.255.080 - Rules and regulations.¶
Agency and department heads shall have the authority, subject to the city manager's approval, to adopt rules and regulations for the administration and discipline of officers and employees in their agency or department.

2.255.090 - Fees.¶
Agency and department heads shall recommend to the city manager fees for services provided by their agency or department and other fees necessary and proper to the operation of their agency or department. Such fees shall be approved and authorized by the city council and shall be included in the general fee resolution pursuant to Section 1.08.070 of the code.
