Chapter 6.16 — DOG LICENSE REGULATIONS

6.16.010 - License and registration required.¶
No person owning, having an interest in, or having control, custody or possession of any dog, shall fail, neglect or refuse to license and register any dog if over 4 months of age.

6.16.020 - Transfer fee.¶
No transfer of any license certificate or tag shall be made without payment to the city tax and license collector of a fee for each transfer, and then only upon the written approval of the transferor or transferors and the transferee or transferees on said certificate. The amount of the transfer fee to be charged and collected shall be established by resolution adopted by the board of directors.

6.16.030 - Procurement of certificates.¶
The city assessor, tax and license collector of Pasadena is hereby authorized and directed to procure each year such number of license certificates and tags as may be sufficient for use during the year, with the year plainly inscribed thereon. The certificates and tags shall be effective from the issuance of the license until and including the final day the license is valid, and no longer.

6.16.040 - Issuance of tags and certificates.¶
A metallic tag and license certificate with corresponding numbers shall be furnished by the city assessor, tax and license collector, or those appointed and vested with the powers and duties of deputies city assessor, tax and license collector under Chapter 6.08, to any person, firm or organization enumerated in Section 6.16.010 upon payment of the appropriate fee prescribed in Section 6.16.050.

6.16.050 - Fees—Dogs excepted.¶
A.
The annual fee for each neutered male dog and each spayed female dog, and the annual fee for each dog that is not spayed or neutered, will be established from time to time by resolution of the board of directors.
B.
Reserved.
C.
No person having defective eyesight shall be required to pay any license fee for any dog specially trained and principally used for the purpose of leading such person.
D.
No person having a handicap shall be required to pay any license fee for any dog specially trained and principally used for the purpose of helping such person.
E.
No license fee shall be required for a dog of either sex which has been honorably discharged from the armed forces of the United States.
F.
The provisions of this section shall not apply to any dog owned by or in the care or charge of a nonresident of the city who is traveling through the city or temporarily sojourning therein for a period not exceeding 15 days, nor to any dog temporarily brought into the city for the exclusive purpose of being entered in a bench show or dog exhibition, provided such dog is so entered and not kept elsewhere in the city.

6.16.060 - Time limit on fee payment.¶
Each owner or person having charge, care or control of a dog shall pay the required license fee within such time as designated in the following schedule:
A.
Licenses shall be renewed and the fees due and payable within one month of the expiration of the license. In addition to the license fee thereafter collected upon the issuance of a renewal permit, there shall be charged a penalty.
B.
License fees for original licenses shall be due and payable within 30 days from the date the dog attains the age of 4 months or is brought within the city. In addition to the license fee collected upon the issuance of such original license, after the 30- day period there shall be charged a service fee as established by resolution and adopted by the board of directors.
C.
The city assessor, tax and license collector shall keep a record of the name of such owner or person making payment of the license fee and to whom a certificate and tag shall have been issued, and the number and date of such certificate and such tag. The metal tag issued shall be securely fixed to a collar, harness or other device to be worn at all times by the dog for whom the registration is issued, except while such dog remains indoors or in an enclosed yard or pen.
D.
This section shall not be construed to require payment of a license fee or the securing of a certificate or tag for any dog which is less than four months of age. An original license shall be procured for such dog, and the original license fee paid, not later than 30 days after such dog attains the age of 4 months.

6.16.070 - Refusal to show tags.¶
No person shall fail or refuse to show to the poundmaster or any police officer of the city, the license certificate and the tag for any duly registered dog kept or remaining within any home or upon any enclosed premises under his immediate control.

6.16.080 - Removal of tags.¶
No unauthorized person shall remove from any dog any collar, harness or other device to which is attached a registration tag for the current year, or to remove such tag therefrom.

6.16.090 - Counterfeiting tags.¶
No person shall imitate or counterfeit the tags in this title provided for, or shall use any imitation or counterfeit of such tag.

6.16.100 - Lost tags.¶
Any tag issued under the provisions of this title which is lost or destroyed may be reissued by the city tax and license collector upon a showing of the facts of such loss or destruction by declaration of the claimant, the presentation of the license certificate and payment of a reissuance fee in the amount established by resolution adopted by the board of directors.
