Article IV — Uses Requiring Permission

3.24.120 - Grandstands, running tracks, playing fields, and swimming pools.¶

All grandstands, running tracks, playing fields, baseball diamonds, tennis courts and municipal golf courses located in any public park of the city shall be open to public use, upon prior permission and subject to the same rules and regulations as are other park facilities.

Any municipal swimming pool shall be open to public use, subject to the rules and regulations established for its management and operation by the director of human services, and upon the prior payment of any fee required to be paid for such use. The supervisor of any municipal swimming pool shall refuse permission to any person to use such swimming pool, when in his opinion such use would imperil the health, welfare or safety of other users thereof.

3.24.130 - Moving pictures permit—Required when.¶

It is unlawful for any person, firm or corporation to take or cause or permit to be taken any moving pictures in or upon any public park, grounds in the Civic Center, or branch library grounds of the city, without first having paid the fee required by law and having obtained a permit from the director of public works; provided, however, that it is not unlawful for any individual to take or cause to be taken moving pictures in any of said places without such permit when the pictures are intended for his or her own personal entertainment as distinguished from a commercial purpose; and provided further, that no permit fee shall be charged of any person, firm or corporation taking moving pictures for use in newsreels. Any person, firm or corporation desiring to obtain any such permit shall make application therefor in writing, giving such information as may be required by the license coordinator. Should the application be approved by the license coordinator, he shall, after the payment of the required fee, issue a permit for the proposed use in accordance with the terms of the application.

3.24.140 - Moving pictures permit—Issued subject to safety rules.¶

Any permit granted for the use of any of the public places hereinbefore named for the purpose of taking moving pictures shall be issued subject to the right of the city to make and enforce within the limits of the public place any and all regulations deemed necessary by it for the safety and welfare of the people of the city and for the preservation of the public property.

3.24.150 - Moving pictures permit—Suspension for noncompliance.¶

If at any time during the progress of any enterprise of taking moving pictures in any such public place, any person, firm or corporation to whom a permit has been granted fails or refuses to comply with any such regulation, the city manager, the director of public works, or license coordinator may order such person, firm or corporation to suspend such enterprise forthwith.

3.24.160 - Moving pictures permit—Denial when.¶

The license coordinator shall refuse to issue any permit for the purpose of taking moving pictures when, in his opinion, the safety or welfare of the people of the city or the protection and preservation of the public property would be better served by such refusal.

3.24.170 - Moving pictures permit—Unlawful acts.¶

It is unlawful for any person, firm or corporation using or causing or permitting to be used any public place mentioned in this chapter for the taking of moving pictures to do or to cause or permit to be done in the course of any undertaking or preparation therefor or removal after occupation for such purpose, any of the following:

Commit or maintain any nuisance of any character;

Engage in any activity in the pursuit of such moving picture undertaking in any such public place without first having secured at his or its own expense the attendance of at least 1 uniformed officer from the Pasadena police force;

Fail to suspend such enterprise at the order of the city manager or the director of public works.
