6.16.010 - Offensive and noxious materials prohibited.¶
Any person who, within the limits of this city, establishes or carries on any slaughterhouse, or who slaughters animals, or who keeps any number of hogs or other animals, or who permits any stable, privy or vault to accumulate filth or excrementitious matter so as to emit an offensive odor, to the annoyance of the neighborhood in the vicinity thereof, or who permits any cesspool or drainage to collect on his premises or premises under his control in such manner as to be offensive to the senses or prejudicial to the health or comfort of the inhabitants of the city, or any portion thereof, or who places or permits to be kept or remain upon premises under his control any slop, garbage, offal, filth, dirt or any article or thing that emits an offensive odor, to the annoyance of the inhabitants in the vicinity, or who deposits any ashes, filth, rocks, sticks, wood, manure or other article or thing in any slough or conduit running through the city so as to prevent the flow of water therein, or who throws or deposits any ashes, filth, rocks, sticks, wood, manure or other article or thing upon the premises of another, is guilty of a misdemeanor.

6.16.020 - Drainage for toilet facilities.¶
It is unlawful for any person, firm or corporation, either as owner or tenant, to occupy any building or room as a dwelling, or as a hotel or other building to maintain, use, or construct for use any open toilet, privy vault or water closet, within the city unless the privy vault, water closet or toilet has a drain into a cesspool or septic tank.

6.16.030 - Cesspool and septic tank construction.¶
Any cesspool or septic tank constructed or maintained under this chapter or any cesspool or septic tank used or maintained within the limits of the city must be constructed so that the top thereof is closed, and in such manner to prevent any odor from escaping therefrom.

6.16.040 - Drainage for kitchen and bathroom facilities.¶
It is unlawful further to use or maintain for use any drain from any sink or tub drain unless the drain from the tub or sink shall connect and drain into a cesspool or septic tank.

6.16.050 - Violation—Penalty.¶
Any person convicted of violating any of the provisions of this chapter shall be guilty of an infraction, and upon a conviction therefor shall be punishable as set forth in Section 1.16.010 of this code.
