The city clerk, city treasurer and those elected officials entering upon the duties of their respective offices shall execute a bond to the city in the following penal sums: city clerk, five thousand dollars; city treasurer, two thousand five hundred dollars. Elected city officials shall be bonded under an umbrella bond which will also include employees having access to city funds and employees accepting payment from citizens for city services and employees having access to city petty cash accounts.

The position of finance director is created to handle the accounting and financial duties of the city pursuant to California Government Code Section 40805.5.

The finance director shall perform all the duties set forth in California Government Code Sections 40802 through 40805 and perform other duties as may be assigned by the city council or as required by law.

The finance director shall furnish a corporate surety bond to be approved by the city council in such sums as determined by the council, conditioned upon the faithful performance of the duties imposed upon the finance director. Any premium for such bond shall be a proper charge against the city.
