12.16.010 - Sprinkling or spraying.¶
It is unlawful for any person owning or having in possession or control any sprinkler or spray, whom permits the water therefrom to spray, sprinkle or otherwise fall upon any roadway, as defined by Section 530 of the Vehicle Code of the state.

12.16.020 - Disturbing surface or subsurface.¶
No person shall operate, or cause to be operated, any plow, disc, cultivator, harrow or scarifier on, or in any manner disturb the surface or subsurface of, any town street, public right-of-way, public easement or public owned property without first obtaining a permit from the public works director/town engineer in accordance with the applicable provisions of Chapter 12.14.

12.16.030 - Violation—Penalty.¶
Any person violating the provisions of this chapter shall be guilty of an infraction with fines pursuant to Government Code § 36900. Each day such violation is committed or permitted to continue constitutes a separate offense and is punishable as such.
