Sec. 6-8.901. - Procedure.¶
Any increase of standby sewer charges shall be made in the manner set forth in this article.

Sec. 6-8.902. - Hearings: Notices.¶
No increase of standby sewer charges shall be adopted until after the Council has given notice and held a hearing thereon in the following manner:
(a) Hearings: Notices. Notices of such hearings shall state the number, title, date of introduction of the ordinance in which such increase is proposed, and the time and place of the hearing thereon. Such notices shall have attached thereto a copy of such proposed ordinance.
(b) Hearings. At such hearings any property owner or his representative may appear and be heard, and the hearings may be adjourned from time to time. The Council may change or modify any of the charges; provided, however, no increase shall be made in any rate until a notice of intention thereof has been published once or posted on or near the Council Chamber door ten (10) days prior to the hearings on such changes.
