Sec. 6-6.901. - Connection orders authorized.¶
The Council may, by resolution, declare that the further maintenance or use of any cesspool or other local means of sewage disposal constitutes a public nuisance and may require all buildings inhabited or used by human beings and in which any sewage is produced to be connected with the sewer system within the period prescribed by the Council, but not less than thirty (30) days from the time when such connection can be made, when the building is within a reasonable distance, but not more than 200 feet, from connection with the sewer system.

Sec. 6-6.902. - Delinquencies: Disconnections: Deposits for reconnections.¶
As an alternative method of collecting sewer charges, the City may cause any premises connected to the sewer system to be disconnected therefrom when the user or owner fails to pay the sewer charges and penalties therefor after they have become delinquent. The Director of Public Works shall estimate the cost of disconnecting and reconnecting such premises, and such user shall deposit the estimated amount thereof before the premises may be reconnected. Any amount remaining out of such deposit, after the reconnection is made, shall be refunded to the person depositing the same.

Sec. 6-6.903. - Nonconnected premises: Abatement of occupancy.¶
During the period any property is not connected to the sewer system when ordered to be connected, as provided in Section 6-6.901 of this Article, or while such property is disconnected, as provided in Section 6-6.902 of this article, the Council may cause proceedings to be brought for the abatement of the occupancy of the premises by human beings. In such event, there shall be paid to the City reasonable attorneys' fees and the costs of suits arising in such actions.
