2.36.010 - Established.¶
A public works and safety commission is created to be known as the public works and safety commission of the city of Orland.

2.36.020 - Purpose.¶
The commission shall advise the city council on issues related to:
A. Various measures and actions which reflect upon public safety for city residents and visitors;
B
Various measures affecting and promoting safety programs;
C. Promoting the safety and welfare of the city.
D. Prioritization of short-term and long-range construction projects to be completed by public works crews or by contract;
E. Review service levels and development standards for streets and related infrastructure;
F. Review and comment on recommended list of projects to be completed with outside funding such as Local Transportation Development Act funds, grants funds, etc.;
G. Recommend projects for consideration that may have no present funding source;
H. Review service levels and construction-related projects for utilities operated by the city.

2.36.030 - Public works and safety commission, membership and appointment.¶
The commission shall consist of five members, who shall be appointed by the mayor, and confirmed by the city council. The applicants shall be interviewed by a panel consisting of the two city council members and the commission chair, and make a recommendation to the mayor and council. All reasonable attempts shall be made to select members who have a background in fiscal planning and in the techniques of building and construction. Membership shall consist of a majority of members residing within the city limits of the city of Orland, and the remaining members to reside within the 95963 postal zip code area.

2.36.040 - Term and filling of vacancies.¶
Members shall be appointed to serve overlapping terms of two years with terms starting on January 1st and ending on December 31st. Members whose terms have expired shall continue to serve until their vacancy is filled by the city council. When a vacancy occurs, an appointment shall be made to fill the unexpired term by the mayor and confirmed by the city council.

2.36.050 - Removal from office.¶
The city council reserves the right to remove any commissioner from office at any time for any reason. In addition, any commissioner missing three consecutive meetings shall be deemed to have resigned and be immediately terminated from such appointed office. The chairperson of the commission shall immediately notify the mayor of such automatic termination and the mayor and city council shall proceed appropriately to appoint a replacement.

2.36.060 - Officers—Meetings—Staff Support.¶
The commission shall elect a chairperson, vice-chairperson, and such other officers as it deems appropriate annually at a January meeting. The commission shall designate the time, place and manner of its regular meetings with a minimum of one meeting every two months. Special meetings may be called by the chairperson or by any three members. The city manager shall designate one or more staff representatives to act as staff support to the commission.

2.36.070 - Quorum and voting requirements.¶
A majority of the appointed members of the commission shall constitute a quorum. In the event any member or members are present but disqualified and must be absent from deliberations or determination of any item, the member or members shall be counted as present for the purpose of establishing a quorum. Determination of any issue, except procedural matters, shall require the vote of at least three members. If a matter cannot be determined at a meeting due to the lack of three voting members, it shall be continued to the next available meeting.

2.36.080 - Minutes and rules for conduct of meetings.¶
The staff representative designated to act as staff support to the commission shall provide for the taking of minutes which shall be reviewed and approved by the commission at its next regular meeting. The commission may from time to time adopt such rules and regulations for carrying on its business as it shall deem best, but in the absence of adopted rules to the contrary, Robert's Rules of Order shall be followed in the conduct of its meetings. The commission will also abide by the City of Orland Governance Policy Manual.
