13.04.190 - Illegal connections to the public sewer system.

A. No person shall discharge, cause to be discharged or connect any source of stormwater, groundwater, roof runoff, swimming pool drainage or any wastes described in the California Plumbing Code to the public sewer system.

B. No person shall discharge or cause to be discharged any of the following described waters or wastes to any public sewer system:

  1. Any waters containing toxic or poisonous solids, liquids, or gases in sufficient quantity, either singly or by interaction with other wastes, to injure or interfere with any waste treatment process, to constitute a hazard to humans or animals, to create a public nuisance, or to create any hazard in the receiving waters of the wastewater treatment plant;

  2. Any waters or wastes having a pH lower than 5.5, or having any other corrosive property capable of causing damage or hazard to structures, equipment, and personnel of the wastewater works or wastes with a pH high enough to cause alkaline incrustations in sewers and appurtenances;

  3. Solid or viscous substances in quantities or of such size capable of causing obstruction to the flow in sewers, or other interference with the proper operation of the wastewater facilities such as, but not limited to, ashes, bones, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, wood, unground garbage, whole blood, paunch manure, hair and fleshings, entrails, and paper dishes, cups, milk containers, etc., either whole or ground by garbage grinders;

  4. Any water added for the purpose of diluting wastes which would otherwise exceed applicable maximum concentration limitations;

  5. Any waste with an excessively high concentration of cyanide;

  6. Any unreasonably large amounts, in the opinion of the director, of undissolved or dissolved solids;

  7. Any wastes containing over 0.1 milligram/liter of dissolved sulfides;

  8. Any substance promoting or causing the promotion of toxic gases;

  9. Any wastes requiring an excessive quantity of chlorine or other chemical compound used for disinfection purposes;

  10. Any excessive amounts of chlorinated hydrocarbon or organic phosphorus type compounds;

  11. Any excessive amounts of deionized water, steam condensate or distilled water;

  12. Any waste containing substances that may precipitate, solidify or become viscous at temperatures between fifty (50) degrees Fahrenheit and one hundred (100) degrees Fahrenheit;

  13. Any blow-down or bleed water from cooling towers or other evaporative coolers exceeding one-third of the makeup water;

  14. Any single pass cooling water;

  15. Any excessive quantities of radioactive material wastes;

  16. Discharge from salt (sodium chloride) regenerated water softeners.
