Chapter 10.38 — PROHIBITED PARKING

The City Council may, from time to time, as determined by motion or resolution, establish no parking zones on various streets of the City. Notice of the passage of the motion or resolution shall be deemed effective when the sign has been posted. As determined by motion or resolution of the City Council, it shall be unlawful for any person to park, or leave standing a vehicle in the posted zone.

No person shall park or leave standing on any street designated in this section, any of the following types of vehicles, except while mechanically disabled, or while loading or unloading property, or when such vehicle is parked in connection with, and in the aid of, the performance of a service.

The City Council may, from time to time, by motion or resolution, establish no stopping zones on various streets. Notice of the passage of the motion or resolution shall be deemed effective when the street has been posted. After the same has been posted in accordance with the motion or resolution of the City Council, it shall be unlawful for any person to stop, park or leave standing a vehicle in a posted zone.

On and after September 21, 1985, it shall be unlawful for any vehicle to stop as the term "stop" is defined in Section 587 of the California Vehicle Code on either the north or south curb lines or right-of-way line of Chapman Avenue easterly from Tustin Street to Crawford Canyon Road.

Provided, however, that the foregoing prohibition shall not apply to buses operating as common carriers of passengers by entities which have presented evidence of such status to the City.

Provided further that the foregoing prohibition governing stopping of vehicles shall not be effective until the aforementioned portion of Chapman Avenue has been posted with signs prohibiting the stopping of vehicles.

• A. The City Traffic Engineer is authorized to post certain City streets and dedicated alleys with signs indicating "No Parking" when the width of the City street does not exceed 27 feet, and upon one side of a two-way City street when the width of the City street is in excess of 27 feet, but does not exceed 32 feet. The City Traffic Engineer is authorized to post dedicated alleys, as the term "alley" is defined in the California Vehicle Code, with signs indicating "No Parking." When the signs are posted, no person shall park or leave standing any vehicle in violation of said "No Parking" sign.

The City Traffic Engineer is authorized to establish areas of no parking, hereafter designated as intersection vision arterial-local streets.

The approximate length of the intersection vision zone shall be 30 feet for posted speed limits of 25 miles per hour or less and increase in length at the rate of one foot per each mile per hour increase in the posted speed limit.

When an intersection vision zone has been identified by a sign or curb marking indicating no parking, it shall be unlawful for any person to park or leave standing any vehicle in the posted or marked intersection vision zone.

The City Council may from time to time by resolution, establish no-parking zones from which vehicles may be removed by towing or other lawful means. The zones so established shall be posted with signs warning that vehicles parked in such zone will be subject to towing or removal. Each such resolution shall be deemed effective when the area described in such resolution is posted with such signs. After such posting, it shall be unlawful for any person to park or leave standing any vehicle in the posted zone and the vehicle may be removed under the direction of any police officer or authorized traffic enforcement officer. Notwithstanding any other provision of this Orange Municipal Code, it is unlawful to park or leave standing any vehicle on any public street or alley or any portion thereof during the hours and on the day or days of the week or month indicated on signs containing the words "No Parking" and designating such parking restrictions pursuant to the provisions of this section, where such signs have been placed in appropriate locations along such public street or alley or portion thereof. The City Council may, by resolution from time to time, determine the hours during which and the day or days of the month on which parking shall be prohibited on specified public street or alleys or on all streets and/or alleys within a specified geographical area of the City to facilitate street sweeping. The City Traffic Engineer is authorized to determine the locations of and to place and maintain, or cause to be placed and maintained, the signs provided for under this section. (Ord. 24-91)

Every operator of a motor vehicle shall comply with any parking signs, curb markings or striping, diagonal or crisscross hatch markings, or other pavement markings which has been erected, painted, posted, or placed on public property. (Ord. 03-25, 2/25/2025)

No operator of a motor vehicle shall stop, stand, or park on a driveway apron, parkway, or pedestrian ramp.

• A. No person who deals in or whose business involves the sale, rental, leasing, repair, repossession, or transportation of new or used vehicles shall park or leave standing on any one or more streets or alleys during the conduct of such business any vehicle held for sale, trade, rental, leasing, repair, repossession, shipment, transportation, or other disposition.

• B. It shall be unlawful for any person who deals in or whose business involves the wrecking, junking, or dismantling of used vehicles to park, store, or leave standing on any public street, alley, way or place any vehicle or part or parts thereof which has been delivered to the person or which is in the person's possession or custody for wrecking, junking, or dismantling.

• C. It shall be unlawful for any person to park or leave standing on any public street, alley way or place, any vehicle pending delivery or during delivery to a person who deals in or whose business involves wrecking, junking, or dismantling of used vehicles, unless the vehicle so parked or left standing is currently licensed by the Department of Motor Vehicles, is fully operable and does not exceed 30 minutes.

• D. It shall be unlawful for any person to unload or store on any public street, alley way or place, any vehicle or part of parts thereof pending delivery or during delivery to a person who deals in or whose business involves the wrecking, junking, or dismantling of used vehicles, unless the vehicle so stored or left standing is currently licensed by the Department of Motor Vehicles, is fully operable and does not exceed 30 minutes.

• E. While in the process of enforcing this section, any police officer, parking control officer, or code enforcement personnel shall have the right to demand copies of the report of vehicles in the custody of any person who deals in or whose business involves any sale, rental, leasing, repair, repossession, or transportation of new or used vehicles, or automotive repair, wrecking, junking, or dismantling of used vehicles as provided by state law.
