Chapter 8.08 — FIRE CONTROL REGULATIONS

No person shall kindle or maintain any bonfire or shall knowingly furnish the materials for a bonfire, or authorize any bonfire to be kindled or maintained on, or in, any street, alley, road, land or public grounds, or upon any private lot or land unless a written permit to do so shall be first secured from the fire chief. The burning of such bonfire shall comply with such rules and regulations as are made by the fire chief, and any violation thereof shall constitute cause for permanent cancellation of such permit in addition to the other penalties provided in this code. All permits shall be available for inspection at any time by the police or fire departments. No open fire of any kind shall be kindled or maintained during the months of June, July and August of any year without a special written permit from the fire chief.

No person shall burn any waste, trash or rubbish except in an incinerator which adequately encloses all material to be burned. The fire chief is empowered to inspect any incinerator and if he finds same inadequate or unsafe he shall condemn the same by attaching a tag thereto bearing the words "CONDEMNED, FIRE CHIEF, CITY OF ORANGE COVE." Thereafter no person shall use such incinerator until or unless the same shall be so repaired as to satisfy the fire chief that it is safe construction.

No person shall burn any materials in an incinerator at any hours other than between sunrise and sundown of each day. All fires shall be completely extinguished by sundown of each day.

No owner or occupant of any lot or premises shall maintain thereon any rubbish or combustible material likely to become easily ignited.

All fire engines and movable apparatus belonging to the fire department, and the volunteer and paid firemen, physicians, power company linemen, and gas company employees, shall have the paramount right- of-way through all streets, alleys, places and courts of this city when running to a fire; and all vehicles of all kinds and types shall draw to the curb during the period that the fire siren is sounding and remain curbed until it ceases to sound.

The chief of the fire department and his assistant by seniority, in his absence, shall have power and it is his duty to take charge of all fires which occur and direct the management of all fire companies therein in the extinguishment of the same, and to establish a cordon around the same as to prevent the interference of crowds of idle and unnecessary persons at all fires. A dead line cordon is established at all fires. And which fire line cordon the chief of the fire department shall have the right to enlarge whenever he deems fit, pending the extinguishment of any fire.
