Chapter 2.24 — RECREATION AND PARK COMMISSION

The office of a recreation and park commission is created, and it shall consist of seven members, and certain tracts of land and personal property belonging to or controlled by said city, or which may hereafter

be acquired by the city for park purposes and designated by the council for park purposes and recreational activity of the city shall be managed and controlled by said commission subject to the approval of the council.

The mayor or his councilmen designate shall be an ex officio member of said board and the six remaining commission members shall be appointed by the mayor, subject to confirmation by the council, and the members of said committee shall hold office until the next succeeding general municipal election for officers and the election and qualification thereof, and until their successors are appointed and qualified.

Of the members of the commission first appointed, three shall be appointed for terms of one year, three for terms of two years, and one for the term of three years. Their successors shall be appointed for terms of three years.

The commissioners shall elect a chairman who shall be a member of the board, and a secretary. A vice- chairman shall be appointed by the chairman upon the approval of the members of said commission. The members of said board and its secretary shall serve without compensation.

Should a vacancy occur otherwise than by expiration of term, it shall be filled by appointment for the unexpired portion of the term. The terms of the advisory members shall correspond to their respective official tenures.

The commission shall hold at least one regular meeting each month, and shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions, findings, and determinations, which records shall be public records.

The commission shall act as an advisory agency to the city council on parks and recreation matters. It shall interpret to public officials and the general public, the leisure time needs, facilities and services of the citizens of the city, in order that adequate support may be obtained for programs therefor. It shall recommend general policies concerning all parks and recreation properties, facilities, plans, programs and activities. It may evaluate suggestions, criticisms and comments in light of such policies. It may recommend a long-range program for the improvement, acquisition and development of parks and recreation facilities and for the extension of services. The commission shall perform such additional duties as may be designated by the council by ordinance or resolution. It shall recommend the recreational element to be considered in any general or master plan which may hereafter be adopted. It shall act in liaison with other district and/or agencies on said recreational matters.

Any appointee member of any commission may be removed by any of the following:

A.

The appointing official, subject to approval of the legislative body;

B.

A four-fifths vote of the legislative body.

If any appointee commission member absents himself without permission of the chairman thereof from three regular meetings consecutively from the last regular meeting he attended, his position becomes vacant and shall be filled as any other vacancy.
