Sec. 2-5-100. - Definitions.

(a) For the purposes of this article the term "parking facility" shall mean the Sunset Beach Parking Facility located in northwestern Orange County, bounded on the northwest by a westerly extension of Anderson Street, on the southeast by the extension of Warner Avenue, and on the northeast and southwest by North and South Pacific Avenue.

(b) Whenever any word or phrase used in this article is not defined herein, but is defined in the Vehicle Code of this State, such definition in the Vehicle Code is hereby incorporated herein and shall be deemed to apply to such words and phrases used in this article as though set forth herein in full.

Sec. 2-5-101. - Enforcement.

The Sheriff of the County of Orange and the Director or their respective agents are authorized to enforce all provisions of this article and the Vehicle Code of the State of California within the confines of the parking facility.

Sec. 2-5-102. - Warning signs.

The Director is hereby authorized to construct, maintain, paint and post such markings and signs as he/she determines necessary to give notice of the following parking regulations within the parking facility.

Sec. 2-5-103. - Regulations.

(a) No person shall park or stand a vehicle in the parking facility except in an area specifically marked for parking, and shall not occupy more than one parking space.

(b) No person shall abandon a vehicle in the parking facility, nor allow a vehicle to be parked in excess of seventy-two (72) hours at any one time.

(c) No person shall leave a vehicle standing unattended or parked in the parking facility with the motor running.

(d) No person shall park or stand a vehicle at any time in any area of the parking facility posted as "No Parking At Any Time."

(e) No person shall park or stand a vehicle within fifteen (15) feet of a fire hydrant in the parking facility, or park in such a manner as to block access to a fire hydrant.

(f) No person shall repair, dismantle, overhaul or perform any mechanical work upon any type of vehicle, trailer or boat in the parking facility, except to replace or otherwise repair a tire or to make emergency repairs to enable such vehicle or boat to be removed to a proper place.

(g) No person shall park a boat, trailer, motor home or recreation vehicle of any kind from 12:00 midnight until 7:00 a.m. in the parking facility. Notwithstanding section 2-5-95, Article 5, of the Orange County Codified Ordinances, motor vehicles, other than motorhomes may be parked overnight; provided that no person shall park a motor vehicle of any type between the hours of 10:00 p.m. and 7:00 a.m. in the parking facility lying between Warner and Third. The Director may install any parking control devices in the parking facility between Warner and Third to enforce the no parking prohibition in this section.

(h) The Sheriff of the County of Orange and the Director, or their respective agents, may remove, at the owner's expense, any motor vehicle which is parked in the parking facility in violation of this article. The vehicles shall be subject to a lien for the cost of removal.

(i) No person other than the physically handicapped shall park a vehicle in those spaces reserved for the physically handicapped.

(j) Any violation of provisions (a), (b), (c), (d), (e), (f), (g), and (i) shall be punished by civil fine in an amount approved by the Board of Supervisors in the Orange County Uniform Traffic Bail Schedule.
