PREFACE

This Code is basically a republication of the 1961 Code adopted by Ordinance No. 1414, as amended through January 31, 1973. The format and arrangement, including titles and catchlines, of the 1961 Code have been retained, but a new section numbering system has been adopted. Each section number consists of three component parts separated by dashes. The first number indicates the title, the middle number or numbers indicate the division within the title, and the last number or numbers indicate the position of the section within the division. For example, the first section of Division 4, Title 1, is numbered 1-4-1 and the tenth section of Division 5, Title 7, is numbered 7-5-10. New sections can be added between existing sections by using the decimal numbering system. For instance, two new sections to be added between sections 7-5-10 and 7-5-11 would be numbered 7-5-10.1 and 7-5-10.2. In addition, section numbers have been reserved throughout the Code to accommodate expansion.

The source of each section is indicated by a history note appearing at the end thereof in parentheses. It should be noted that references in such notes to the 1961 Code are to such Code as supplemented through Revision No. 17 (Ordinance No. 2601, adopted July 14, 1972).

By use of the tables located immediately preceding the index, the user can determine the location, within this Code, of any specific section of the 1961 Code, as supplemented through July 14, 1972, and any subsequent ordinance included in this Code.

A completely new index has been prepared and will be found in the back of the volume. Each particular item has been placed under several headings in the index, some of the headings being couched in lay phraseology, others in legal terminology and still others in language generally used by government officials and employees. There are numerous cross references within the index itself which stand as guideposts to direct the user to the particular item in which he is interested.

A special feature of this Code is the looseleaf system of binding and supplemental servicing for the Code. With this looseleaf system, the Code will be kept up-to-date periodically. Upon final passage of amendatory ordinances, they will be properly edited and the page or pages affected will be reprinted. These new pages will be distributed to the holders of the Codes with instructions for the manner of inserting the new pages and deleting the obsolete pages.

The successful up-to-date maintenance of this Code at all times will depend largely upon the holder of the volume. As revised sheets are received it will then become the responsibility of the holder to have the amendments inserted according to the attached instructions. It is strongly recommended by the publishers that all such amendments be inserted immediately upon receipt to avoid misplacing them and, in addition, that all deleted pages be saved and filed for historical reference purposes.

The publishers are most grateful for the cooperation of the members of the County Counsel's staff and the personnel of the County Clerk's Department and the Purchasing Department.
