6.16.010 - License—Required.

Every person within the city owning, possessing, controlling, harboring, or keeping any dog over four months of age shall procure a license tag for each dog from the city as long as ownership of the dog continues, or within ten days after acquiring or bringing into the city an dog over the age of four months, and shall continue to procure such tags as required in this chapter so long as ownership of the dog continues. License fees and renewal fees shall be established by resolution of the city council.

6.16.020 - License—Application.

The owner shall state at the time the application is made, and upon standard printed forms of application provided for such purpose, the owner's name, address and telephone number, and the name, breed, color, age, and sex of each dog for which the application is made.

6.16.030 - License—Term.

A. Each dog license issued shall be effective for either a one-year, two-year, or three-year period and shall be issued upon payment of all required fees, charges, and penalties pursuant to this chapter and upon compliance with all conditions required in this chapter for issuance of a license.

B. Any license renewal shall be effective from the first day of the month of the calendar quarter following expiration date of the license being renewed.

6.16.040 - License—Anti-rabies vaccination requirement.

As a condition for the issuance of a license for a dog, all applicants for the license shall procure and deliver to the licensing authority a certificate issued by a duly licensed veterinarian certifying that the dog to be licensed has been administered an anti-rabies vaccination within thirty days prior to the issuance of the license, or has received anti-rabies vaccination sufficient to immunize the dog against rabies for the current license period.

6.16.050 - License—Exemptions.

This chapter does not apply to dogs found within the city under any of the following conditions:

A. When the dog is owned by, or in the care of, any person who is a nonresident or who is traveling through the city, or who is temporarily sojourning therein for a period not exceeding thirty days;

B. When the dog is brought into the city and is kept therein for a period not exceeding thirty days for the exclusive purpose of breeding, entering it in any bench show, dog exhibition, field trials, or competition;

C. When the dog is brought or sent into the city for the exclusive purpose of receiving veterinary care in any dog hospital;

D. When the dog has a valid license from either the county or another city within the county and the license expires within twelve months from the date of entry into the city.

6.16.060 - License—Late penalties.

In addition to any other license fee or charge required in this title, a late penalty shall be assessed under any of the following conditions:

A. When a dog license is not renewed within thirty days of its expiration date;

B. When a dog license is not obtained within ten days after a dog over the age of four months is brought into the city;

C. When a dog license is not obtained for a dog which has reached the age of four months.

6.16.070 - Tag—Issuance.

A license certificate shall be furnished by the city upon payment of the appropriate fee and any penalty which may be applicable. A metallic tag shall also be furnished with the first certificate to be issued for an individual dog and shall be kept for the life of such dog.

6.16.080 - Tag—Attachment requirement.

The metal tag issued shall be securely fixed to a collar, harness or other device to be worn at all times by the dog for which the registration is issued.

6.16.090 - Tag—Display requirement.

No person shall refuse to show to the animal control officer or police officer the license certificate and the tag for any duly registered dog kept or remaining within any home or upon any enclosed premises under his/her immediate control.

6.16.100 - Tag—Removal prohibited.

No unauthorized person shall remove from any dog any collar, harness or other device to which is attached a registration tag for the current licensing period or remove the tag therefrom.

6.16.110 - Tag—Replacement.

If the license tag is lost or destroyed, the owner shall immediately procure a new, duplicate license tag from the licensing authority.

6.16.120 - Tag—Counterfeit prohibited.

No person shall imitate or counterfeit the tags prescribed by this chapter, or have in his possession any imitation or counterfeit tags.

6.16.130 - Veterinarian responsibilities.

Every veterinarian who vaccinates or causes or directs to be vaccinated in the city any dogs with anti-rabies vaccine shall be responsible for the following:

A. Use a form provided by the licensing authority to certify that such animal has been vaccinated;

B. Notify the license authority when such animal is vaccinated.
